Background

The Government of the Republic of Zambia through the Ministry of Education (MOE) is implementing a project called the Zambia Education Enhancement Project, which will run up to 31 December, 2025. The project was first approved by the World Bank Board with amount of US$60 million. It has since received two additional financing (AF) of US$120 million approved in May 2020 and US$53 million approved in March 2023 making ZEEP a US$233 million operation. With the additional financing, the project scope has expanded, covering 2,700 schools: 2,300 primary schools and 400 secondary schools in 72 selected districts nationwide with estimated 1.75 million student beneficiaries. The ZEEP's development objective (PDO) following the AF is "to improve the quality of teaching and learning conditions in targeted primary and secondary schools and to increase access to secondary education focusing on girls". The project is nationwide with activities targeted in the 10 (ten) provinces of the country.

The project has five (5) related components:

(i) Component 1: Improving the quality of teaching and learning conditions in language arts, science and mathematics in targeted primary and secondary schools

a) Subcomponent 1.1: Enhancing teaching competencies

b) Subcomponent 1.2: Increasing the availability of teaching and learning materials in language arts, mathematics, and sciences in targeted primary and secondary schools

c) Subcomponent 1.3: Improving teacher recruitment, deployment, and management and reducing teacher shortages in targeted primary and secondary schools

(ii) Component 2: Increasing access to safe secondary schools

(ii) Component 3: Strengthening institutional capacity for education service delivery and project management

a) Subcomponent 3.1: Strengthening institutional capacity for education service delivery

b) Subcomponent 3.2: Project management, coordination, and communication

(iv) Component 4: Enhancing institutional capacity for implementation of safe school program

(v) Component 5: Contingent Emergency Response Component (CERC)

The main objective of this assignment is two folds: (i) to conduct a technical evaluation of the Community Driven Development (CDD) construction mode used for the school construction under the ZEEP with a view to recommend to the Ministry, systems of improving project delivery in all aspects under the mode. and (ii) to undertake an environmental and social audit to determine if the ZEEP complies with the World Bank Safeguard Policies and the WB Environmental Health and Safety Guidelines and design mitigation measures to be implemented if the outcome warrants.

Duration: This assignment should be undertaken in a period of twelve (12) weeks from contract signing date.

The Ministry now invites eligible Consulting firms to indicate their interest in providing the Services of a Consultant. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is listed below.

The Consulting Firm/Agency must state its core business, years in business, relevant experience, technical and managerial capability of the firm.

The Consulting Firm/Agency will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (Fourth Edition as Revised in November 2020).
