Job Summary
Counterpart International is currently seeking a Director of Finance & Administration to support the anticipated USAID Open Spaces Zambia Activity (OSZA). Open Spaces Zambia Activity strives to strengthen the democratic foundations of freedom of speech and assembly, independent and new media, and safeguarding a space for activists, human rights defenders, and oppositional voices to protect shrinking democratic space in Zambia. This position is based in Lusaka, Zambia. Qualified Zambian nationals are encouraged to apply. .

Responsibilities
The Director of Finance and Administration will be responsible for maintaining Counterpart’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Counterpart International policies and procedures, and donor (USAID) requirements throughout the life of the project. The Director of Finance and Administration will be responsible for driving the best practices in financial, human resources and administrative management within the project.
Specific responsibilities include but are not limited to:
• Establishing and overseeing financial management systems, procedures and controls;
• Reviewing Counterpart Field Finance Operations Manual, Procurement Manual, Grants Manual, Accounting QuickBooks Manual and other relevant documents;
• Working with HQ to develop the Field Human resources Manual and update it as necessary;
• Providing regular training to financial and administrative staff on tools, policies and procedures;
• Ensuring that recruiting processes are consistent and streamlined, and establishing filing system to hold all records relating thereto (maintaining electronic and hard copy files);
• Overseeing development of key Human Resources policies, and ensuring their adherence to the local labor laws;
• Providing oversight on the procurement processes and ensuring all service providers agreements and contracts are up-to-date;
• Establishing, collecting, examining, and analyzing records, policies, operating practices, documentation, and transactions; preparing and presenting audit reports;
• Recommending opportunities to strengthen the internal control structure and assisting with corrective action planning;
• Managing program budget and overseeing all financial and grants disbursements and procurement to ensure compliance with USAID regulations and Counterpart International policies;
• Coordinating monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations;
• Supervising day-to-day operations of the Finance, IT, Procurement & HR teams;
• Monitoring program burn rate and supporting the development of pipelines, burn trackers, accruals and spending projections;
• Overseeing payroll procedures for national staff, and monitoring employee time keeping;
• Preparing monthly financial reports, ensuring all vouchers are uploaded to records repository and overseeing QB database;
• Overseeing the inventory of the program equipment according to the regulations of Counterpart International;
• Supervising USAID’s VAT reimbursements and exemptions;
• Providing training and technical assistance in financial management to local sub-grantees;
• Any other duties as assigned.

Qualifications
• Master’s degree in Accounting or Finance.
• A minimum of 10 years of progressive financial and grants management experience in international development projects.
• At least 4 years of experience with financial management of a USG-funded contract or cooperative agreement.
• Demonstrated working knowledge of USG rules and regulations, particularly code of federal regulations 2 CFR 200 and 2 CFR 2900.
• Proven experience of managing the finances of large ($15- $20M) projects.
• Demonstrated ability to implement a financial system for development projects.
• Excellent written and oral communication skills in English
• Strong analytical and computer skills, especially with accounting softwares, spreadsheets and financial analysis.
