Background of the assignment
The Government of Zambia with a support for the EU project is undertaking a comprehensive National Land Audit to enhance land management, ensure equitable distribution, and improve land administration systems. Accurate and reliable field data collection at the district level is crucial for the success of this initiative. The District Land Audit Field Data Collection Coordinator will play a pivotal role in overseeing and coordinating field data collection activities within the assigned district.
II. General objective of the assignment
GENERAL OBJECTIVES
To oversee and coordinate comprehensive field data collection activities within the assigned district, ensuring the accuracy, quality, and integrity of land-related data to support the national land audit initiative. Facilitate all district land audit activities with logistical support and coordinate reporting.
SPECIFIC OBJECTIVES
- To coordinate and supervise field data collection teams to ensure accurate and timely data gathering.
- To ensure data quality and integrity throughout the data collection process.
- To facilitate effective communication between field teams, district authorities, and the central land audit office.
- To coordinate the preparation of the district land audit report and maps.
III. Scope of Work
SPECIFIC ACTIVITIES
The Junior-NKE will carry out services and deliver outputs listed below.
- Develop detailed field data collection plans in collaboration with the council/central land audit offices.
- Coordinate logistics, including transportation, equipment, and materials for field teams.
- Organize training sessions for field data collectors on data collection tools, techniques, and ethical considerations.
- Supervise and provide guidance to field data collectors, ensuring adherence to data collection protocols and methodologies.
- Conduct regular team meetings to address challenges and provide updates.
- Implement quality control and cleaning measures to ensure data accuracy and completeness.
- Conduct spot checks and audits of collected data to verify reliability.
- Liaise with district authorities, local leaders, and community members to facilitate smooth data collection processes.
- Prepare and submit regular progress reports to the Land Audit team performance.
- Coordinate the preparation of the district land audit report.
- Document challenges, lessons learned, and recommendations for improvement.
III. Candidate Selection Criteria
Qualifications
- Bachelor’s degree in land management, geography, environmental science, social sciences, or a related field.
General professional experience
- At least 5 years of experience in field data collection, land surveying, or related activities.
- Experience in GIS and GPS software.
- Proven experience in team supervision.
Specific skills
- Strong organizational and planning skills.
- Excellent communication and interpersonal skills.
- Proficiency in data collection tools and technologies, including GPS devices and mobile data collection applications.
- Ability to work under pressure and meet tight deadlines.
- Language: Fluency in both oral and written English to a C1 level of proficiency as a minimum.
IV. Logistics and timetable
The expert will be based at the project office in Lusaka and will undertake field missions to selected provinces and districts, subject to prior notification and approval from the Contracting Authority. The assignment should start on 15-07-2025 and continue for a duration of 6 months.
