Expression of Interest for the Establishment of Waste to Energy Resource Processing Facility at the Chunga Landfill through Public Private Partnership (PPP) Tender at The Lusaka City Council – in Zambia

 

LCC/PSU/CHG-LF/PH/PPP/01/05/21 EXPRESSION OF INTEREST (EOI) FOR ESTABLISHMENT OF WASTE TO ENERGY FACILITY AT CHUNGA LANDFILL UNDER PUBLIC PRIVATE PARTNERSHIP

1.0 Introduction

The Lusaka City Council LCC is mandated to provide municipal and civic services to the citizens of Lusaka City, including collection, transportation, treatment and disposal of Municipal Solid Waste (MSW) generated within their jurisdiction. Therefore, LCC has decided to undertake development, operation and maintenance of Waste to Energy facility at Chunga Landfill through Public Private Partnership (PPP) arrangement on a Design, Build, Finance. Operate and Transfer DBFOT) Model

2.0 Background

The Government of the Republic of Zambia through the Ministry of Local Government in collaboration with ICC is considering setting up a Waste to Energy (WtE) Facility at Chunga lands. The setting up of WIE facility has been necessitated by the need to have a sustainable Municipal Solid Waste Management System

The private party shall finance and operate the proposed WtE facility which shall be established at the existing Chunga lands site in the City of Lusaka. Subsequently, LCC shall ensure availability of tow materials municipal solid waste.

The private party shall be expected to operate the WIE facility that processes waste received from all parts of Lusaka. The private party shall be expected to provide the Detailed Engineering Designs Construction Details Financing Requirements and Model Performance Criteria Operating norms or other characteristics for the proposed facility of Request for Proposal Stage. The process is intended to be participatory with the facilitation from all the stakeholders in the waste and energy sectors.

In view of the aforementioned, LCC Invites Expression of Interest (EOI) from interested companies for the establishment of Waste to Energy resource processing facility at the Chunga Landfill through Public Private Partnership (PPP) which shall be transferred back to Lusaka City Council after the agreed concession period.

3.0 Scope

The scope of work includes but not limited to developing a WIE facility for the City of Lusaka. The W1E will have the following components

1. Conduct a detailed feasibility Study to establish the viability of a
waste to energy project.
2. Conduct a full Environmental Impact Assessment (EIA)
Establishment of WIE facility for the purpose of generating energy
from MSW
3. Operation of waste treatment facility to generate energy

4.0 Expected Deliverables

The firms shall be required to evaluate the feasibility of selling up WIE facility at the Chunga Landfill and its economic viability. The work will mainly involve conducting an in-depth analysis of the quantity of the MSW as well as economic activity to assess viability of the project. Further, the interested firms are required to submit the Expression of Interest to under the following terms:

• Optimum utilization of MSW in WIE Energy technologies. Develop Implementation plan including design, equipment provision and construction of utilization facilities with the emphasis on Waste to Energy concept and be able to finance the investment Develop Investment options which are financially feasible for the social economic condition in Zambia

• Develop a draft power purchase agreement with ZESCO or any other off-taker in relation to the transmission of energy

• Provide a clear methodology and time line in their Expression of Interest on how to finance, design, construct and operate the system.

Requirements for The Submission for Expression of Interest (EOI)

1. The applicant should provide a Certificate of incorporation. The company or firm should have been in existence for not less than five (5) years (In case of a consortium the firms at least one should have been 5 years in existence).

2. In case of a Joint Venture Application, the applicant should provide a partnership agreement.

3. An Agency Agreement or Letter of Appointment in the case of local firms who are agents of foreign firms

4. Litigation Status: the applicant must indicate there is there any outstanding litigation matter pending or in the process in the Courts of Law in relation to the Company

5. Power of Attorney: the applicant should provide details of person(s) duly authorised to act on behalf of the firm in matters pertaining to this bid

6. Tax Compliance: the applicant should provide a Tax Compliance Certificate as evidence of their tax compliance.

7. Any other information to show the applicant's ability to perform the assignment

Qualification Criteria

• Company Profile: the applicant MUST provide a company profile, stating years of existence (5+), ownership. core business, and registered business address, structure, key staff. Provide a brief profile of your firm. State when and where you are registered number of employees annual revenues, core expertise. experience working in Zambia, experience working with Government and Non-governmental agencies as well as experience on WIE assignment.

• Work Methodology - Brief description of how the firm intends to carry out the assignment.

• Appropriate technical skills relevant to the assignment.

• Audit Reference: Letter from the firm's external Auditors minimum 2 years

• The applicant should provide evidence of their financial capability to invest in the project and include a letter of intent to fund the project by the financiers.

• The applicant / bidder should provide the qualifications and experience of key personnel of the project team.

Clarifications

During the evaluation. LCC may request the Applicant for any clarifications. The Applicant shall furnish in writing the necessary clarifications.

Failure to provide information essential to evaluate the applicant's qualifications, or provide timely clarifications or substantiation of information furnished. LCC will be at liberty to declare such an applicant as non-responsive.

Submissions of Expression of Interest

The Expression of Interest (EOI) documents comprising of one (1) original and six (6) copies, shall be submitted in sealed envelopes clearly marked "Expression of Interest for the establishment of Waste to Energy Resource Processing Facility at the Chunga Landfill through Public Private Partnership (PPP)" and deposited in the tender box at the Civic Centre - Old Wing Foyer, 1st Floor Independence Avenue. and P.O. Box 30077, Lusaka on or before 29 June 2021 al 10.00 hour's local time. The Expression of Interest documents received shall be opened immediately thereafter in the Council Chamber in the presence of applicants or their representatives who choose to attend. PLEASE NOTE THAT LATE OR ELECTRONIC EXPRESSION OF INTEREST SHALL NOT BE ACCEPTED
