The United States Government, represented by the U.S. Agency for International Development (USAID) Mission to Rwanda, is seeking offers from qualified persons to provide personal services under a contract as described in the subject solicitation.

BASIC FUNCTION OF THE POSITION
The Health Program Management Advisor is responsible for management support of the USAID/Rwanda Health program (which includes programming in maternal health, family planning, child health, malaria, nutrition, water and sanitation and HIV/AIDS) and assisting with the interagency management of the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). In particular, s/he will be responsible to support reporting, evaluation and analysis. The advisor is a member of the USAID/Rwanda Health Office and will coordinate within the USAID Mission, the U.S. Embassy, and with representatives of the Government of Rwanda (GOR). The incumbent reports directly to the Deputy Health Office Director, and participates on many teams both within the Health Office and the USAID mission.

QUALIFICATION REQUIREMENTS

• Education: Master’s degree in International Development, Business Administration,
  Public Health, Project Management or other relevant field.
  
• Experience: A minimum of five years of progressively responsible experience managing public health or public sector development programs with an international donor, government or non-governmental organization.
