Title: IR I Lead (Classroom Instruction Advisor)

Project: USAID Soma Umenye

Project Summary

USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.

Principal Duties and Responsibilities

  • Under the direction of the Early Grade Reading Technical Director, work closely with government counterparts to conceptualize and implement the classroom and school-level interventions necessary to improve evidence-based reading instruction, including provision of materials, training and coaching, supportive leadership, and analysis and use of student assessment results. Support achievement of the goals and activities discussed in “Intermediate Result One:
  • Classroom instruction in early-grade reading improved” in the project contract.
  • Manage the IR 1 team (materials development specialists, book publishing specialist, CPD Specialist, and School Leadership Specialist) to promote the achievement of the targets listed in the approved project monitoring and evaluation plan.
  • Support the creation of government ownerships of USAID Soma Umenye activities and products through close collaboration with relevant government counterparts.
  • Oversee and support the development of an “essential core” of materials that can be maintained by schools after the life of the activity, including, at a minimum, teacher’s guides with scripted lessons, student textbooks and classroom sets of decodable and leveled readers.
  • Oversee and support activities that build teacher capacity in early grade reading in Kinyarwanda through training, coaching, and other methods as appropriate; Take all appropriate measures to promote capacity building for the greatest number of P1-P3 Kinyarwanda teachers possible.
  • Oversee and support the use of diagnostic and formative assessment tools and the analysis and use of resulting data within Rwandan schools (by teachers, head teachers, other school leaders, and communities/Parent-Teacher Associations) in ways anticipated to result in improved student reading outcomes.
  • Support data collection at the direction of the Director of Monitoring, Evaluation, and Learning as appropriate
  • Conduct other tasks as requested by supervisor or chief of party.

Job Qualifications

  • A Master’s degree and five years of experience supporting early grade reading and/or early grade teacher education or a bachelor’s degree and 10 years of experience.
  • Demonstrated experience with and knowledge of best practices in early grade teacher education as well as evidence-based early grade reading instruction.
  • Must be familiar with USAID Education Strategy and associated documents (Technical Notes, Implementation Guidance, and Reference Materials)
  • Experience promoting equity in learning outcomes among boys, girls, and children with special needs preferred;
  • Demonstrated exemplary diplomatic, communication, and interpersonal skills
  • Written and spoken proficiency in English

Location of Assignment

The location of assignment is Kigali, Rwanda with intermittent travel throughout the country.

Supervision

The IR1 Lead (Classroom Instruction Advisor) will report directly to the Early Grade Reading Technical Director or his/her designee.
