The Zambia Information and Communications Technology Authority (ZICTA) is a statutory body established under the Information and Communication Technologies Act No. 15 of 2009 to regulate the Information and Communication Technology (ICT) sector. ZICTA is also responsible for the regulation of the Postal and Courier Services sector in the country.

Responsibilities or duties

1 . Purpose of the Job

To provide support to Manager Legal and Regulatory Affairs on regulatory matters.

2. Statements of Main Responsibilities

  • Provides advice and guidance on legal issues arising from the administration of the postal, ICT and ECT Acts and where necessary recommends changes.
  • Provides advice and guidance to the Authority considering action against licensees for non- compliance with license conditions.
  • Reviews and recommends changes to terms and conditions of licenses and legislation in light of best practices.
  • Attends to enforcement of licence conditions by prosecution, recovery of fines and other means sanctioned by the law.
  • Undertakes litigation on all matters relating to or arising out of disputes between the Authority and licensees or prospective licensees.
  • Represents the Authority in court and/or other tribunals or administrative bodies in proceedings where the Authority is a party or has interest.
  • Prepares memoranda on judicial and legislative pronouncements affecting the Authority’s mandate/operations for circulation to officials dealing with such matters.
  • Provides timely and accurate legal advice to the Authority on various legal issues affecting the Authority including advising the Authority on any relevant court decisions.
  • Keeps abreast with legal developments and trends at international and national level to identify trends that may affect current legislation or laws
  • Represent the Authority at the Ministry of Justice Internal Legislative Committee meetings.
  • Any other duties may be assigned.

Qualifications or requirements (e.g., education, skills)

General Education: Full Grade 12 School Certificate

Experience needed

3 Years’ post-qualification experience in legal practice

Qualifications

  • Bachelor’s degree in law
  • Law Practicing Certificate a must
  • Membership of the Law Association of Zambia is a must
