JOB DETAILS:
MEL (Monitoring, Evaluation, and Learning) Officer
Contract: Full time, 1 year contract with renewal based on high performance
Reporting to: Senior Programme Manager
Location: Office based in Lusaka with possible national travel.

What we do
TackleAfrica uses the power and popularity of football to deliver HIV and Sexual and Reproductive Health and Rights (SRHR) information and services to young people on football pitches across the continent. We do this by training African football coaches, games teachers and community leaders to use fun, interactive football sessions with inbuilt sexual health messaging with their players. Alongside receiving sexual health information during football sessions, players also have the chance to access sexual health services at sessions and football tournaments, such as HIV testing, condoms and other contraception, and referrals to further clinical services. We have programmes in ten African countries, run through partnerships with local community organisations and football clubs.

Summary of Post:
The MEL Officer will be responsible for the monitoring and evaluation of USAID’s Service Delivery for HIV Prevention programme. The MEL Officer will work within the Operations team to support monitoring, evaluation, and research across multiple locations.

The MEL officer will be responsible for designing and implementing the MEL activities of the project; assisting the Senior Programme Manager in preparing reports on project progress, generate data to improve programme delivery and will monitor the project activities on a regular basis.

Responsibilities:
Design and implement the MEL activities
• Develop and strengthen monitoring, inspection and evaluation procedures
• Support development of the logical framework
• Follow USAID’s monitoring and impact indicators to ensure project success
• Ensure all project data is reliable and robust as well as compiling all technical documentation related to the MEL activities.
• Support the development of all MEL tools for the project, including, but not limited to registers, coach surveys, and participant surveys.
• Work with the project team to ensure all data is collected in a timely and secure manner.
• Ensure all data is stored safely and securely and is in line with TackleAfrica’s Confidentiality Policy.
Monitor project activities
• Monitor all project activities and progress towards achieving the project outputs
• Monitor and evaluate overall progress on achievement of results in line with TA’s MEL Framework and the grant objectives
Provide accurate and timely reports
• Provide feedback to the Senior Programmes Manager and wider Operations team on project strategies and activities
• Facilitating knowledge sharing and learning, communicating regularly on results and activities in assigned projects and fostering evidence building on common issues across projects.

Key Skills
Above all you need to be a motivated, well organised, resourceful, adaptable and self-sufficient individual with several years’ experience or a proven track record in Monitoring Evaluation and Learning (MEL) and experience with relevant IT systems and software.

● Excellent computer skills (Especially Excel and Word, and also , Powerpoint and Google Suite)
● Excellent knowledge of MEL and the application of methodology
● Knowledge of MEL software highly desirable.
● The ability to lead implementation of new systems
● Analytical and planning skills with strong attention to detail
● Capable of working both independently and as part of a team
● Ability to communicate effectively in English
