Job Profile:
Counterpart International is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to support the anticipated USAID Open Spaces Zambia Activity (OSZA). The Open Spaces Zambia Activity will strive to strengthen the democratic foundations of freedom of speech and assembly, independent and new media, and safeguarding a space for activists, human rights defenders, and oppositional voices to protect shrinking democratic space in Zambia. This is a full-time position based in Lusaka, Zambia. Qualified Zambian nationals are encouraged to apply.
The MEL Specialist will be responsible for providing high-quality performance monitoring, evaluation and learning systems to provide a comprehensive evidence-based understanding of the project. This position will also be responsible for leading the development and updating of key project documents, including annual program work plans; quarterly and annual performance reports; monitoring, evaluation, and learning plan (MELP); data quality assessment strategy; grant and activity reporting templates; and other tools and templates related to program performance and adaptive learning. The position will also be responsible for developing performance data consolidation and reporting systems and develop program performance reports. .

Responsibilities
• Create reporting templates and processes for program implementing partners and grantees
• Manage indicator performance tracking tables, task schedulers, and other knowledge
management systems. • Support reporting to donors on outcomes and impact as needed.
• Supervise the design and implementation of quality assurance protocols to identify issues hindering the project performance or to document best practices to be multiplied and shared with other stakeholders as part of our Collaboration, Learning and Adaptation (CLA) strategy.
• Support data and analysis for technical reports including gender analysis, political economy analysis (PEA), etc.
• Refine and implement a program learning plan and organize learning activities and products to ensure the incorporation of CLA practices.
• Regularly monitor program activities across the country, such as training, consultations, technical assistance provision, events, and dialogues
• Provide written analysis of performance data for activity observation reports, weekly performance reports, quarterly program reports, and annual reports; provide management with additional performance information as needed
• Utilize information and communication technologies (ICT), including GIS and mobile data reporting systems (e.g. ESRI), Kobo-Toolbox to optimize efficiency and cost control for program monitoring, evaluation, and learning
• Represent the project on monitoring and evaluation related activities and respond to any specific requirements from the DCOP, COP or colleagues at HQ.

Qualifications
• Advanced degree in social/political science, statistics, public policy, data analysis or a related field
• Familiarity with internet freedom, civic tech, and media work
• Minimum of eight (8) years of development experience managing monitoring and evaluation (M&E) for international development projects, including at least 4 years’ experiencein designing and implementing M&E results frameworks; developing MELPs, work plans, and indicators; and monitoring on-going programs
• Prior experience conducting work in Zambia or Sub-Saharan Africa preferred.
• Strong experience designing and leading collaborative learning and adaptation (CLA) practices.
• Strong English writing, data visualization and data analysis skills.
• Commitment to gender integration; including practicaluse of gender-sensitive M&E tools and assessments
• Familiarity with evaluation methods and standards under USAID evaluation policies
• Demonstrated leadership, management, and organizational skills; a high level of interpersonal and communication skills among diverse individuals and partner organizations
