Background
Coalition Health Zambia (CHZ) is a leading Zambian non-governmental organisation established in 2019 that is dedicated to strengthening health systems and advancing public health outcomes through innovative, evidence-driven, and sustainable solutions. CHZ works in partnership with the Government of the Republic of Zambia, development agencies, civil society, the private sector, and communities in the implementation of health programmes.
With funding from the U.S. Department of State through the CIDRZ led Controlling HIV Epidemic Project (CHEP), CHZ is implementing Coordinated, Community-led Demand Creation for Lenacapavir (LEN)/PrEP in six districts of the Copperbelt province. The goal is to increase awareness, informed decision-making, and uptake of Lenacapavir (LEN) as part of Zambia’s combination HIV prevention package through coordinated Social and Behaviour Change (SBC) interventions and community mobilisation among priority populations in the selected districts. CHZ will work closely with the Ministry of Health (MoH), National HIV/AIDS/STI/TB Council (NAC), CHEP, and community structures in implementing this activity.
Position summary: The Monitoring and Evaluation (M&E) Coordinator will support the implementation and ongoing strengthening of the M&E system for the LEN demand-creation Activity in the Copperbelt Province. The role will contribute to the design and refinement of M&E frameworks, tools, and processes, while ensuring effective tracking of activity performance and results. The M&E Coordinator will provide technical oversight and support to District Zone Coordinators, ensuring standardized data collection, reporting, and use of data across all implementation sites. The role will also strengthen community feedback mechanisms and accountability systems, in line with the activity’s community-led approach and adaptive programming focus.
- Contribute to the design, review, and refinement of the activity Monitoring and Evaluation framework, including indicators, tools, and reporting systems.
- Support District Zone Coordinators to implement standardized monitoring systems across all districts.
- Ensure effective tracking of activity implementation, outputs, and outcomes in line with the results framework.
- Conduct regular field monitoring visits across districts to assess implementation quality and provide technical support.
- Promote real-time monitoring approaches to enable adaptive programming and timely decision-making.
- Ensure harmonization of monitoring processes between community and facility-level interventions.
- Establish and maintain robust data management systems for collection, storage, and analysis of activity data.
- Ensure data quality through routine data verification, validation, and quality assurance processes at district level.
- Provide technical support to District Zone Coordinators on data management tools and systems.
- Analyze quantitative and qualitative data to generate actionable insights for program improvement.
- Develop and maintain dashboards and tracking tools for key indicators.
- Support baseline assessments, rapid LEN PrEP needs assessments, and periodic data collection exercises.
- Provide ongoing mentorship and capacity building to District Zone Coordinators, community actors, and health workers on M&E tools and processes.
- Conduct training sessions on data collection methods, indicator tracking, and data quality assurance.
- Promote participatory monitoring approaches involving communities and beneficiaries.
- Engage stakeholders, including Ministry of Health and community leaders, to strengthen M&E systems and data use.
- Support the strengthening of community feedback and accountability mechanisms.
- Monitor progress toward activity objectives, including awareness, demand creation, and uptake of LEN/PrEP services.
- Track performance of SBC interventions and community-led demand creation strategies across districts.
- Support District Zone Coordinators to monitor priority populations, including adolescents and young people (AYP).
- Assess effectiveness of community-facility linkages and de-medicalized service delivery approaches.
- Facilitate routine performance reviews and contribute to adaptive management processes.
- Compile and consolidate data from District Zone Coordinators into high-quality monthly, quarterly, and final reports.
- Ensure timely and accurate reporting in line with organizational and donor requirements.
- Develop data visualization products (dashboards, summaries, presentations).
- Facilitate review meetings and learning sessions at provincial and district levels.
- Document lessons learned, best practices, and emerging evidence.
- Strengthen feedback loops to communities and stakeholders to enhance accountability and responsiveness.
- Work closely with District Zone Coordinators to ensure harmonized M&E implementation across districts.
- Collaborate with Ministry of Health structures at provincial and district levels to align with national M&E systems.
- Coordinate with implementing partners and community-based organizations on data collection and reporting.
- Participate in relevant technical working groups and coordination platforms.
- Support integration of activity data into national health information systems where applicable.
- Promote collaboration and knowledge sharing to improve program effectiveness.
- Foster partnerships that enhance learning, knowledge sharing, and scalability of successful approaches.
- Strong knowledge of Results-Based Management (RBM) and performance monitoring
- Experience in HIV/AIDS, PrEP, or public health programming
- Strong data analysis and visualization skills
- Capacity building and mentorship skills
- Excellent coordination and stakeholder engagement abilities
- Bachelor’s degree in Public Health, Statistics, Monitoring & Evaluation, Social Sciences, or related field
- Minimum 3–5 years of experience in Monitoring and Evaluation in health or development programs
- Experience supporting decentralized teams and community-based programs is highly desirable
