Background

CHZ works in partnership with the Government of the Republic of Zambia, development agencies, civil society, the private sector, and communities in the implementation of health programmes.

1. Job Summary

The M&E Coordinator will provide day-to-day coordination and implementation support for strengthening routine data systems and data use practices at district and facility levels to support continuity and retention of clients on CAB for PrEP across supported facilities. The role will focus on facilitating high-quality, complete, and timely reporting in DHIS2, SmartCare, and pharmacovigilance platforms, and on supporting the consistent use of these data for programme monitoring and improvement.

2. Key Responsibilities

Coordination of Data Systems Strengthening Activities

  • Coordinate day-to-day implementation of planned activities to strengthen DHIS2, SmartCare, and pharmacovigilance data systems for CAB PrEP at district and facility level, including trainings, data review meetings, mentorship visits, and routine follow-up with project-supported facilities.
  • Maintain an up-to-date activity tracker, implementation calendar, and follow-up log for routine data systems strengthening activities that support continuity and retention of clients on CAB for PrEP across project-supported facilities and relevant districts.
  • In collaboration with implementing partners, ensure that approved activity plans, reporting tools, job aids, and other materials developed by the M&E/SI team are shared with facilities on time and applied consistently during implementation.
  • In collaboration with project team M&E staff, liaise regularly with district and facility focal persons to track progress on agreed action points from supervision visits, data review meetings, and mentorship sessions, and document status updates for the project team.

2.2 Routine Monitoring, Reporting and Follow-up

  • Provide technical support and oversight to project teams to strengthen DHIS2, SmartCare, and pharmacovigilance data systems for CAB PrEP at district and facility level.
  • Provide support and oversight to implementing partners on the collection, compilation, and submission of routine CAB PrEP data, ensuring adherence to project, district, and national reporting timelines.
  • Provide supportive supervision and oversight to implementing partners on data quality, completeness, and timely reporting across DHIS2, SmartCare, and pharmacovigilance platforms.
  • Support preparation of routine summary tables, reporting updates, and basic dashboards for use by the project M&E/SI team, district teams, and management.

2.3 Support to Data Review and use Processes

  • Coordinate monthly, quarterly, or ad hoc data review meetings focused on CAB PrEP continuity and retention, including scheduling, participant communication, agenda preparation, meeting documentation, and follow-up on agreed actions with the project team.
  • Compile and share relevant data summaries, action trackers, and performance updates ahead of review meetings in collaboration with the project M&E/SI team.
  • Document key issues, decisions, and action points arising from data review meetings, and support the project team to follow up with responsible persons on implementation of agreed actions.
  • Track progress on facility- and district-level improvement actions aimed at strengthening routine data systems and promoting data use to improve continuity and retention of clients on CAB for PrEP, and provide routine status updates to the project team.

2.4 Capacity Building and Mentorship Support

  • Coordinate logistical and administrative arrangements for trainings, orientations, and mentorship visits related to DHIS2, SmartCare, pharmacovigilance, and CAB PrEP reporting requirements.
  • Maintain records of participants trained, mentorship visits conducted, key gaps identified, and follow-up actions agreed with facilities and districts.
  • Provide basic user support to facility teams on reporting templates, data submission processes, and routine tracking tools, while referring more technical system issues to designated M&E/SI staff.

2.5 Documentation, Communication and Coordination

  • Maintain organised and up-to-date electronic and hard-copy records for routine data systems strengthening activities that support continuity and retention of clients on CAB for PrEP across project-supported facilities, including reports, meeting minutes, training records, supervision findings, and action trackers, in collaboration with the project team and facility focal persons.
  • Prepare routine coordination updates, brief activity summaries, and inputs for monthly, quarterly, and donor reports related to data systems strengthening and CAB PrEP reporting, working closely with the project M&E/SI team.
  • Serve as the day-to-day point of contact for district and facility focal persons on operational matters related to routine CAB PrEP data activities under the project, providing coordination support and oversight to the project team and focal point persons.
  • Facilitate communication and information flow between the project team, district health offices, and facility focal persons at project-supported facilities to ensure timely action on reporting and implementation issues.

3. Key Competencies

  • Strong background in DHIS2 and SmartCare, and good understanding of national health information systems.
  • Strong knowledge of Results-Based Management (RBM) and performance monitoring.
  • Experience in HIV/AIDS, PrEP, or broader public health programming.
  • Strong data analysis and visualisation skills, including routine use of programme data for decision-making.
  • Capacity building and mentorship skills for facility and district teams.
  • Excellent coordination, documentation, and stakeholder engagement abilities.

4. Qualifications

  • Bachelor’s degree in Public Health, Statistics, Monitoring & Evaluation, Social Sciences, or related field
  • Minimum 3–5 years of experience in Monitoring and Evaluation in health or development programs
  • Experience supporting decentralized teams and community-based programs is highly desirable
