About Cities and Infrastructure for Growth Zambia (CIGZambia)
CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects/ programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Foreign, Commonwealth and Development Office (FCDO).
The overall programme objectives are:
• increasing urban productivity;
• improving inclusive access to urban economic infrastructure services;
• increasing investment into urban economic infrastructure services; and,
• enhancing national and regional integration between cities. .

About the Role
Lusaka Water Supply and Sanitation Company (LWSC) estimates that around 50% of their water is non-revenue water (NRW). NRW seriously constrains the financial sustainability of LWSC (and other water utilities in Zambia) and exacerbates challenges in providing consistent water supply to customers. Losses are known to come from leaks, including in the pipeline between the Kafue River and Lusaka (which supplies 40% of LWSC’s water), unpaid billed, defective and inaccurate meters, tampered meters, stolen water and administrative errors in billing.
A number of donor-funded projects have been carried out in relation to LWSC NRW. However, there is no synthesis document showing the key intervention areas, the results and findings, or implications for future work.
LWSC had requested CIGZambia’s support in its effort to reduce NRW in Lusaka as reducing it would have a significant positive impact on the financial viability of LWSC, enabling it to operate more sustainably and to invest further in its network.
In order for CIGZambia to provide the requested support to LWSC in NRW reduction, it will be necessary to carry out the following tasks:
1. Assess the scope of work in NRW carried out to date by internationally and nationally funded initiatives and review policies, reports, governance structures and institutional systems around NRW in Lusaka, Zambia;
2. Conduct gap analysis with LWSC and other key stakeholders on NRW and identify recommendations of key areas in which CIGZambia would be best positioned to provide technical assistance;
3. Conduct CIGZambia internal review of proposed areas of support, including developing/reviewing a Theory of Change and contributions toward CIGZambia’s logframe; and,
4. Prepare the Draft Project ToR for CIGZambia support to LWSC on reducing NRW.
Project Responsibilities
The NRW Diagnostic and Management Specialist will be a key team member providing the following inputs:
• Take part in reviewing any available resources, reports, policies, strategies related to NRW management in LWSC;
• Develop an NRW diagnostic tool that responds to LWSC’s and Lusaka’s NRW context in consultation with LWSC and other key stakeholders as needed;
• Guide the application of this diagnostic tool in a workshop that include LWSC and other key stakeholders identified during the review that will take place; and,
• Prepare a diagnostic report, part of which is Terms of Reference for CIGZambia’s support to LWSC to reduce NRW.

Key Qualifications
• Water or Civil Engineering degree or related degrees. Master’s degree is preferable.
• Knowledge and experience of:
o managing urban water distribution systems and networks;
o NRW and water loss management, NRW reduction strategies, leakage assessment and control; o asset management; and,
o utility management.
• Demonstrable skills in:
o leading assignments and teams in carrying out water audits, data validation, NRW assessments and diagnostic studies;
o working with NRW assessment and diagnostic tools based on international benchmarks and best practices;
o preparing comprehensive NRW reduction strategies;
o working with intermittent supply regimes;
o designing programs based on NRW reduction strategies; and,
o working remotely with teams and/or task forces on the above.
• Demonstrable skills in written and verbal communication and proven technical reporting writing skills to high professional standards.
