SNV has much experience in making agriculture more sustainable by developing knowledge, tools, and solutions that maximise the benefits while minimising the negative impacts of agriculture in the face of a changing climate. SNV has worked on horticulture sector development – including quality and safety improvements and certification – in 15 different countries.
SNV in Rwanda supports producer organisations, processors and agro-businesses in coffee, potato, value chains, food & nutrition security and advocacy (Voice4Change) in order to increase income and employment opportunities as well as contribute to food and nutrition security. SNV experts apply a value chain development approach, promote market-based solutions to increase overall competitiveness and tap into opportunities while protecting the environment. SNV also strengthens business service providers within the agriculture value chains.


Project Overview
The HortInvest project is funded by the Netherlands Embassy in Kigali and will contribute towards the attainment of the mission of the Rwanda National Horticulture Policy in terms of fast economic growth and rapid reduction in poverty and malnutrition in Rwanda and the objectives of the Rwanda-Dutch bilateral programme aimed at enhanced food security and private sector development. The expected impact will be primarily noticeable in six target districts: Rubavu, Nyabihu, Karongi, Rutsiro, Muhanga, and Ngororero.


The main areas of intervention of the HortInvest project are;
1. Improving market-led horticultural production and supplies for domestic and regional markets
2. Enhancing food and nutrition security of rural households involved in horticulture and urban consumers
3. Developing high-value horticultural exports
4. Creating an enabling environment for commercial horticultural developments
The Netherlands has a world renowned horticulture that is very active internationally and is able to provide technologies and services that are considered to be beneficial to Rwandan farmers and on which the HortInvest project can build. Linking up with the private sector (Dutch, local and international companies) is a key element of the Netherlands Embassy’s horticultural development support programme, which is aimed at stimulating economic development and food security in Rwanda. The triple helix – comprising private sector, government agencies and civil society and knowledge organisations – is one of the strengths of the Dutch implementation strategy, which will also underpin the HortInvest project approach.
After its completion, the HortInvest project is expected to have contributed to the following two impacts:
1. The horticultural sector’s relative contribution to the regional rural economy in the six target districts will have significantly increased.
2. Improved food and nutrition security of poor households in selected communities in the six target districts.


Position Summary
Reporting to the HortInvest team leader, the Nutrition district coordinator will have sufficient skills and flexibility to support the HortInvest project to enhancing food and nutrition security of rural households involved in horticulture and urban consumers. The nutrition coordinator will work closely with farming communities, agriculture and health extension staff, development partners and government officials to achieve the HortInvest objective. This will require coordination and monitoring of the implementation of various kinds of project activities. Understanding of nutrition issues and nutrition sensitive agriculture is important in performing these tasks successfully.


Responsibilities of the Nutrition district coordinators

  • Coordinate the activities of HortInvest at district level, particularly those related to improving nutrition security. These will include activity planning, implementation and coordination, data collection, monitoring, and reporting.
  • Organize Social Behaviour Change Communication (SBCC) campaigns regarding nutrition behaviours, in targeted communities.
  • Capacity building of health and agriculture extension staff on nutrition-sensitive agriculture, including activities on kitchen gardens and community activities, such as community nutrition education sessions, cooking demonstrations etc. This will involve coordination with the DPEM.
  • Support Community Health Workers and farmer facilitators in the establishing of kitchen gardens.
  • Provide support in the organization and follow up of training sessions for selected farming communities.
  • Support the nutrition monitoring and evaluation plan, including collection of nutrition data.
  • Collaborate with other initiatives and government programs and structures in the district.
  • Work in close coordination with the rest of the HortInvest district team, including the team in Kigali and the nutrition and horticulture district coordinators at other field offices.
  • Undertake additional HortInvest assignments as requested by the team leader.


Candidate profile

  • At least 3 years of professional working experience in fields relevant and related to this scope of work.
  • Strong practical experience in training facilitation, SBCC, data collection and working with communities on nutrition sensitive agriculture (among others kitchen gardens and cooking demonstrations).
  • Knowledge on good practices to promote improved nutrition (dietary diversity) among households (e.g. experience with the Community Based Nutrition Program and 1000 days campaign).
  • Has a network among and experience in working with district government health workers and agriculture staff.
  • Bachelor’s degree in Human Nutrition.
  • Experience in implementing development projects and a proven ability to develop and maintain relationships with other programs and stakeholders.
  • Communication, management, and interpersonal skills required.
  • Result oriented and problem-solving capacity.
  • Prepared to travel widely and undertake substantial fieldwork within Rwanda.
  • Excellent English and Kinyarwanda writing and oral communication skills.
  • Experience in working with the government, health and agriculture staff and communities in the districts of Rubavu and Nyabihu, Karongi and Rutsiro or Muhanga and Ngororero.


Contract duration
Indefinite contract length, linked to the duration of the project.
Expected start date
1st of July 2018
