JOB DETAILS:
The Procurement and Compliance Officer will work with the Sector Leads, the M&E manager and Finance Manager and their teams to ensure that grant and contract cycles are implemented in an accurate, timely, efficient, and transparent way. In addition, the Officer will work to ensure that all departments comply to donor and statutory regulations.

Roles and responsibilities
• Procurement and preparation of grant agreements and service contracts
• Undertake structuring and drafting of grant agreements and service contracts in accordance with the Prospero manuals and How to Notes
• Populate structure or contents on grant agreements to potential grantees and service contracts to potential service providers.
• Ensure timely completion of the grantee and service provider due diligence processes in accordance with the Prospero Manuals and How to Note.
• Ensure that grant agreements and service contracts are reviewed and signed in accordance with the Schedule of Authority.
• Report any possible breach of the processes relating to grant agreements and service contracts as set out in the Prospero Manuals to the Procurement and Compliance Manager.
• Work with the Sector Team and M&E in the selection of grantees at concept note stage to ensure transparency.
• Ensure the presentation of the Procurement Management Process has been carried out before the implementation of the project begins.
• Implementation of grant agreements and service contracts
• Provide advice to the sector teams, grantees, and service providers on the interpretation of grant agreements and service contracts.
• Monitoring and reporting
• Support the sector team and the M&E team in monitoring grantees and service providers.
• Support the verification of milestone grant claims and deliverables-based service contract invoices in collaboration with sector teams, the M&E and finance functions.
• Ensure that all files related to grant agreements and service contracts are stored correctly (in hard and/or soft copy as appropriate)
• Update the Prospero Procurement and Compliance tracker
• Contribute to ensuring that all Procurement and Compliance processing performance standards are achieved.
• Respond in a timely and appropriate fashion to queries by email or phone from grantees, contractors and FCDO.
• Additional responsibilities as required in support of Prospero’s work:
• Cover for colleagues on leave or absent
• Duty to report any suspicion of fraud or unethical activity
• Any other tasks as requested by the manager/supervisor

REQUIRED/DESIRABLE EXPERIENCE
• The ideal candidate must have a university degree in a relevant area and 4 years of experience in procurement and compliance.
