The Rural Electrification Engineer leads the planning, design, and implementation of nationwide grid extension projects to increase electricity access in rural communities. This role combines technical electrical engineering expertise with project management to deliver sustainable energy solutions while managing environmental and social impacts.

Key Responsibilities

1. Grid Planning & Design

  • Develop technical specifications for 33kV/11kV/400V rural distribution networks
  • Design least-cost grid extension routes using GIS mapping tools
  • Prepare bill of quantities (BOQ) for materials and labor

2. Project Implementation

  • Supervise construction of substations and overhead lines
  • Conduct material testing (conductors, transformers, poles) per ZESCO standards
  • Implement quality control systems for rural electrification projects

3. Technical Proposals

  • Develop feasibility studies for special projects (mini-grids, solar hybrids)
  • Prepare funding proposals for World Bank/UNDP energy access programs

4. Risk Management

  • Maintain social risk register for land acquisition issues
  • Conduct environmental impact screenings per ZEMA requirements

Required Competencies

Technical Skills

  • Expertise in distribution network design (ETAP/SKM PowerTools)
  • Knowledge of Zambia Grid Code and IEC standards
  • Proficiency in GIS for route planning (QGIS/ArcGIS)

Professional Attributes

  • Stakeholder engagement with traditional leaders and rural communities
  • Report writing for donor agencies and government
  • Budget management for rural electrification projects

Qualifications & Experience

Mandatory

  • Grade 12 Certificate
  • BEng/BSc in Electrical Engineering (ZAQA-validated)
  • EIZ Membership (Active)
  • 3+ years in power distribution projects

Preferred

  • Experience with REA funding mechanisms
  • Certification in Project Management (PRINCE2/PMP)
  • Training in social safeguards for infrastructure projects

Work Conditions

✔ 60% field work in remote rural areas
✔ Use of 4WD survey vehicles and GPS equipment
✔ Exposure to challenging terrain and community dynamics
