Background
The Integrated Nutrition and WASH Activity (INWA) or Gikuriro is a five-year integrated Nutrition and Water Sanitation and Hygiene (WASH) Program funded by USAID. The program is implemented through a consortium of two international agencies, Catholic Relief Services (CRS) who is the prime and a sub-recipient, SNV the Netherlands Development Organization. The primary purpose of Gikuriro is to improve the nutritional status of women of reproductive age and children under five years of age in support of the Government of Rwanda’s (GoR) efforts in 8 districts namely Kicukiro, Nyarugenge, Nyanza, Ruhango, Rwamagana, Kayonza, Ngoma and Nyabihu. Gikuriro implements the Ministry of Health (MoH) two community-based programs; the Community Based Food and Nutrition program (CBF&NP) and the Community-Based Environmental Health Program (CBEHPP) contributing to eliminating malnutrition.
Job Description
The Project Manager is responsible for managing the day to day administrative and technical issues for project implementation; performing HR functions for INWA staff and consultants; coordinating with the INWA team on the drafting and submission of monthly, quarterly & annual reports; responding to inquiries about program activities and overseeing and supporting financial issues requested by SNV USA. The Project Manager liaises regularly with SNV USA’s Program Manager in Bethesda and reports to SNV’s WASH Sector Lead. Specifically, the Project Manager will address the below responsibilities.

  • Lead and manage the planning, implementation, and closing of the project within scope, budget, timeline and acceptable quality levels adhering to the commitments specified in the contract signed with the donor, SNV standards, SNV`s approach to Project Management and donor regulations to meet the results and deliverables of the project.
    Leadership and Management
  • Lead and manage relationships and motivate the project team, partners and relevant stakeholders, plan and assign deliverables and activities to all relevant individuals, review their progress and address deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set, manage project closure and evaluation process including handover of complete and up-to-date project file to WASH Sector Leader, and Country Director based on project management procedures.
    Human Resources Management & Team Leadership
  • Plan and manage HR workflow by forecasting personnel needs of project, support recruitment & selection according to SNV HR guidelines, co-decide on employment of project staff (SNV staff / consultants/ LCBs), manage the work plans and quality of project staff and steer their performance, in line with HR policy, and in consultation with the WASH Sector Leader and/or Country Director as line manager of staff when needed, advise HRO and country management on contract conditions / fee for LCBs and consultants for project according SNV consultancy- and LCB guidelines and within project budget.
    Monitoring, Evaluation and Reporting
  • Implement M&E plan (including external and internal reviews and evaluations) and address (donor) reporting for project, including risk monitoring and reporting on changes, deviations and taking corrective mitigation actions if needed to keep project on track in line with project management standards, M&E framework and donor reporting requirements
    Knowledge, documentation and communication
  • Ensure full synthesis, analysis and documentation and sharing of project insights and results, signal potential for positioning, innovation, upscaling and potential follow up projects.
    Network and Relationship building
  • Build and maintain effective relationships, with team, external partners and the donor(s) by ensuring a high level of SNV visibility and branding according to donor guidelines in all appropriate activities working with and drawing on available communication support, identify follow up resource mobilization and partnership possibilities with country management and Business Development (BD) unit.

    Qualifications
    Keys required skills and qualification
  • Degree in Environmental Health, public health, Water/Civil engineering, or behavioral science and working with an international NGO.
  • Prior experience in project management in a senior management position.
  • Minimum of 8 years of work experience in similar field, which should include the WASH sector.
  • Proven understanding and hands on experience in managing large and complex donor-funded projects, including strategic and business planning skills and financial management. Knowledge in USAID funded project management is a plus.
  • Proven understanding of community-based approaches, including engagement of children, women and people with disabilities in hygiene promotion and other sectors that are related to WASH.
  • Ability to establish and build trust and relationships with key stakeholders and manage performance of teams.
  • Track record on public relations, communication, coordination and networking skills.
  • Excellent skills in speaking, reading and writing English. Knowledge of Kinyarwanda is mandatory.
  • Proven ability for networking with major players in government and across the development Sector.
  • Proven record and ability in working at both strategic and operational level and organization.
  • Proven experience of preparing and managing budgets.
  • Proven experience in working on results based or output based financing modalities is an added advantage.
  • Good attention to detail and methodical approach to work.
  • Understanding of the donor compliance needs for a variety of humanitarian donors, government and corporations.
  • Be a team player and ready to collaborate with others in positive manner.
