PROPERTY MANAGER

This is an exciting opportunity for a results-oriented professional to lead the management and operations of a modern residential estate while ensuring high standards of service delivery, infrastructure maintenance, financial sustainability, safety and resident satisfaction.

Position Summary

Reporting to the General Manager, the Property Manager will be responsible for the overall administration, operation and maintenance of the Estate. The successful candidate will oversee estate operations, supervise maintenance and security services, manage relationships with homeowners and tenants, ensure regulatory compliance, and safeguard the long-term value of the estate.

The position supervises the Assistant Property Manager, Maintenance Supervisor, Security Supervisor, Grounds and Cleaning Supervisor, General Workers, Contractors and other Service Providers.

Key Responsibilities

The successful candidate will be responsible for:

  • Managing the day-to-day operations of the housing estate and ensuring all common facilities are maintained to a high standard.
  • Planning, coordinating and supervising preventive and corrective maintenance of infrastructure including roads, drainage systems, street lighting, water supply, sewer systems, electrical installations, recreational facilities and boundary walls.
  • Building and maintaining positive relationships with homeowners, tenants and the Homeowners Association through effective communication and prompt resolution of complaints and service requests.
  • Managing operational budgets, monitoring expenditure, overseeing the collection of service charges and other fees, managing arrears, verifying contractor invoices and preparing monthly management reports.
  • Supervising estate security operations, monitoring access control systems, CCTV infrastructure and investigating security incidents.
  • Coordinating environmental management programmes including waste collection, landscaping, sanitation and compliance with estate regulations.
  • Ensuring compliance with all applicable Zambian property legislation, local authority requirements, environmental regulations, occupational health and safety standards, and estate by-laws.
  • Procuring, supervising and evaluating contractors and service providers to ensure quality service delivery and value for money.
  • Maintaining accurate records of homeowners, tenants, occupancy, leases, title documentation and property files while coordinating move-in and move-out processes.

Minimum Qualifications and Experience

Applicants should possess:

  • A Bachelor’s Degree in Property Management, Real Estate, Estate Management, Civil Engineering, Business Administration or a related discipline.
  • A Master’s Degree will be an added advantage.
  • Membership with a recognised professional body such as the Surveyors Institute of Zambia (SIZ) or the Zambia Institute of Estate Agents (ZIEA) will be an added advantage.
  • A minimum of 5–8 years’ proven experience in property or estate management.
  • Demonstrated experience managing large residential developments and working with Homeowners Associations.
  • Practical experience in service charge administration, contractor management and property maintenance.

Knowledge, Skills and Competencies

The ideal candidate should demonstrate:

  • Strong knowledge of property management systems and estate administration.
  • Experience in contract management and occupational health and safety practices.
  • Excellent leadership and people management skills.
  • Strong communication, interpersonal and stakeholder engagement abilities.
