Assignment Title: The Detailed Engineering Design of Sanitary Landfill and Waste Characterisation in Kabwe

Background

The Government of the Republic of Zambia has received financing from the International Development Association (IDA) for the Zambia Mining and Environmental Remediation and Improvement Project (ZMERIP) and intends to apply part of the proceeds of the financing to cover payments under the proposed contract for Consultancy Services for "The detailed Engineering Design of Sanitary Landfill and Waste Characterisation in Kabwe".

Main Objective of the assignment:

Kabwe Municipal Council (KMC) intends to develop a modem and environmentally responsible waste management facility in Kabwe to address the increasing need for managing the final deposition of municipal solid waste and hazardous wastes including the recycling of electronic waste. Such facility will accept, process, treat, material recovery and dispose of a variety of wastes.

Specific tasks of the assignment include:

a) Waste characterization study of municipal solid and hazardous waste in Kabwe Urban areas including projections of increased waste generation and waste streams for 20-25 years
b) Evaluation of waste disposal technologies
c) Conduct feasibility study for establishment of the sanitary landfill;
d) Conduct site specific engineering survey including topographic and land-use, Geophysical and Geotechnical;
e) Develop screening criteria for siting cach of the following types of facilities: sanitary landfill, incineration, composting, materials recovery and transfer facilities:
f) Propose engineering design options for each of the following types of facilities: sanitary landfill, incineration, composting, materials recovery and transfer facilities:
g) Verify the suitability of the screened disposal and transfer sites, based on available data, as well as field investigations of geologic, geophysical, hydrogeological, soils, meteorological/atmospheric and topographic conditions:
h) Verify that the available site has at least 25 years of capacity (including daily, interim and final soil cover as well as soil liner if natural soil will be used for the landfill sites), including considerations of climate change projections for Kabwe;
i) Develop the most cost-effective and affordable engineering design in line with national waste management regulations for non-hazardous and hazardous MSW landfill sanitary cells, with final design drawings, construction details, cross-sections, final quantities, cost estimates, technical specifications, tender documents, operating manuals and safety plans. The design should be conducted based on the Government waste management regulations and urban planning requirements. Specific aspects of the design are detailed I
j) Design the facility to maximize the protection of the environment from the adverse effects of landfill activities, and
k) Undertake public consultations with key stakeholders (communities, utilities, relevant Government agencies etc.) in close collaboration with the Environmental and Social consultants team

Selection Method
The consulting firm will be selected using the Selection Based on Consultants Quality and Costbased Selection Method (QCQS) method in accordance with the World Bank procedures set out in the Procurement Regulations for IPF Borrowers dated July 2016 revised November 2017 and August 2018

The shortlisting criteria
The following information will be required for the firm to be shortlisted
(1) Core business and five (5) years in business: (2) Relevant experience of the firm in carrying our similar assignments in Engineering Design: (3) Technical and managerial capability of the firm relevant to the assignment; (4) Ten years of experience of the firm's Directors firms Principals (5) Company registration certificate from the country of origin: (6) Evidence of Past assignments done in similar geographical areas including traceable references

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 ("Procurement Regulations'), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected The duration period of the assignment will be Six (6) Months ensuring full consistency with the TORs referred to in this REOI.

Submission Procedure

Interested Firms must submit one (01.No.) Original and four (04 No.) Copies in a sealed envelope to the address below and must be deposited in the Tender Box clearly marked "Consultancy Services for "The detailed Engineering Design of Sanitary Landfill and Waste Characterisation in Kabwe" by 14 May, 2021 at 10:30 hours in the Tender box on the 14th Floor of the Government Complex Building
