Request For Expression of Interest (EOI) For the Presidential Constituency Energy Initiative Tender at Zambia National Energy Corporation Limited (ZNEC)

1. Introduction

The Zambia National Energy Corporation Limited (ZNEC) is a company established to undertake the strategic implementation of the Presidential Constituency Energy Initiative (PCEI). The PCEI shall utilise redirected Constituency Development Fund (CDF) resources, in addition to other sources of funding, to implement constituency-level solar infrastructure, achieving nationwide renewable energy expansion through localised investment. Through the PCEI, ZNEC aims to deploy renewable energy solutions across all 156 constituencies in Zambia, with an estimated 2 MW solar photovoltaic (PV) power plant per constituency, representing a total target installed capacity of 312 MW.

ZCCM Investments Holdings Plc (“ZCCM-IH”) directly holds 60.0% shares in ZNEC, with the Zambian Government (GRZ) holding the remaining 40.0% through the Ministry of Finance and National Planning (MoFNP).

2. Request for Expressions of Interest

ZNEC invites suitably qualified local and international companies to submit expressions of interest (EOI) to undertake the engineering, procurement, and construction (EPC) of 2MW solar PV power plants with 4MWh Battery Energy Storage Systems (BESS) in all 156 constituencies in the Republic of Zambia. ZNEC intends to develop solar PV power generation plants at suitable sites within each constituency, utilising existing substations and connection points, for rapid implementation and localised energy resilience.

The tasks of the EPC contractor will inter alia be the following:

a) Procurement, installation, testing, and commissioning of solar photovoltaic (PV) modules.
b) Procurement, installation, testing, and commissioning of the support structure for PV modules.
c) Procurement, installation, testing, and commissioning of three-phase hybrid inverters.
d) Procurement, installation, testing, and commissioning of the system monitoring unit.
e) Procurement, installation, testing and commissioning of cables and accessories.
f) Procurement, installation, testing, and commissioning of the power generation system earthing and protections.
g) Procurement, installation, testing, and commissioning of an integrated or stand-alone Battery Energy Storage System (BESS) for solar energy systems.
h) Procurement, installation, testing and commissioning of an electronic multifunctional energy and demand meter.
i) Procurement, installation, testing, and commissioning of the evacuation line from each identified site to the nearest 33/11kv substation (all sites are to be located within 5km of the nearest evacuation substation).
j) Provide all technology, equipment, personnel, and know-how required for the execution of the PCEI project.

  1. The EOI Process

The call for EOIs is the first stage of the screening process. The objective of the EOI process is to identify and pre-select suitably qualified companies that have the financial capacity, technical ability, possession of in-country or regionally available stock and proven experience, particularly in the engineering and construction of large-scale solar PV power plants.

Only qualified, shortlisted companies will be contacted and invited to submit bid(s) and will officially be communicated to during the subsequent procurement process.

ZNEC is not committed contractually in any way to those applicants who submit an EOI, until after execution of binding transaction documents approved by the Board of ZNEC. The issuance of this call for EOIs does not commit or otherwise oblige ZNEC to proceed with any part or step of the process.

As part of the evaluation of the expressions of interest process, the following information/documents must be submitted:

  • The name, physical address, email address, website, telephone and fax numbers (if any) of the firm.
  • The names, titles, and contact details of at least two representatives/directors of the firm to whom correspondence may be directed.
  • Country(ies) in which licensed to do business.
  • Company registration documents of the firm; Incorporation Certificate, tax certificates, and PACRA printout (if applicable).
  • Shareholders’ information, ultimate beneficial ownership information, shareholders’ agreements.
  • Chief Executive (or equivalent), as well as Directors of the firm and their functional designations.
  • An organogram showing the firm’s structure.
  • A description of the firm’s business activities and practical experience in undertaking solar PV power generation projects valued at US$50 million and above (list projects with traceable references).
  • State the portion of contracts of similar nature that the firm normally subcontracts.
  • Proof of sufficient financial resources (last 3 Years’ Audited Financial Statements).
  • Description of ongoing litigations (if any).

ZNEC reserves the right to contact applicants to enquire about missing documents. ZNEC reserves the right to compile shortlists according to the capacity of applicants and the number of compliant applications. ZNEC reserves the right to reject any proposal for non-compliance with the requirements detailed herein.
