Western Provincial Health Office is a Zambian government department mandated to provide equitable access to cost effective, quality healthcare services in the Western Province of Zambia. WPHO is currently implementing the first year of the fourth project period of Cooperative Agreements with the US government through CDC with the goal to provide comprehensive and sustainable HIV/AIDS prevention, care, support, and treatment services.

The purpose of the evaluation is to provide evidence for the factors affecting HIV treatment retention and virological testing in a comprehensive and holistic manner. Therefore, the evaluation will elucidate; program achievements, measure of progress towards meeting goals and objectives and identify and document implementation best practices and gaps.

The Protocol will be used to seek authority from local and CDC ethical committees to undertake and guide implementation of the Evaluation.

Objectives

The primary purpose of the consultancy is to engage a Research Consultant to develop a Protocol and conduct an Evaluation Study on implemented HIV services under the WPHO/CDC supported project.

Timelines

The duration of the works for the development of the protocol is one month. The EPMP should be developed and approved by: 31" March, 2023.

The Evaluation will be undertaken in a period of six months and the preliminary report to be shared by 30" September, 2023.

Coverage: The envisaged thematic geographic coverage for the Evaluation will be a minimum of 30 health facilities purposefully selected from the 16 districts under the CDC supported project in Western Province.

Scope of Works and Deliverables

WPHO secks a consultant with significant, demonstrated experience in conducting quantitative and qualitative research on HIV related research topics. The following are the main deliverable for the consultant(s) to be contracted by WPHO:

1. Produce an Evaluation protocol which includes timelines, budgets for data collection, field work, KEQs (Key Evaluation Questions), data collection tools, consent forms and other required documents in accordance with CDC guidelines for submission and review to all relevant authorities (CDC, ERES, UNZA and the National Health Research Authority). Shall analyze both quantitative and qualitative data and write up manuscript for publication in a peer reviewed journal.

2. Produce a filled-in FPMP checklist as per CDC standards

3. Conduct an Evaluation study on a topic to be agreed by WPHO and the Funder, produce all relevant reports and participate in the dissemination of the findings

A consultancy contract will be signed by the parties involved detailing the scope of works, deliverables, timelines and payment terms

Methodology

The final research methodology to be utilized for this Evaluation will be agreed by the selected research Consultant in collaboration with WPHO and CDC.

Consultant Qualifications

  • Master's degree in a related field (Public Health, Project Management or other social science) required for the local PT.
  • Demonstration of significant experience (not less than 5 years) with both quantitative and qualitative research design, implementation, analysis and reporting on health/HIV related topics.
  • Significant facilitation and interviewing skills.
  • Significant experience in medium to large scale surveys.
  • Demonstrated experience conducting research on sensitive topic areas related to health such as HIV, sexual and reproductive health etc.
  • Fluency in English and Silozi

Duty station: Mongu Western Province, at Provincial Health Office.

Reporting to: The Provincial Health Director while working closely with senior program and M&E staff at WPHO.
