ASSIGNMENT TITLE

CONSULTANCY SERVICES TO CARRY OUT FEASIBILITY STUDY AND DETAILED DESIGNS FOR THE LUSAKA CITY WATER SUPPLY IMPROVEMENT PROJECT

REOINO. LWSC/LCWSIP/CS/01/2023

1. The Government of the Republic of Zambia through the Lusaka Water Supply and Sanitation Company has received funding from the African Development Bank as Administrator of the African Water Facility Trust Fund and Middle-Income Country Technical Assistance Fund to finance preparation of Feasibility Study and Detailed Design for Lusaka City Water Supply Improvement Project.

2. The principal objective of this project is to undertake feasibility and detailed designs, including all relevant activities required for the development of a Bankable Investment project for Water Supply Improvement Project in Lusaka City.

3. The Consultant will, based on the data provided by the Client and proposed works, liaise with the client and other relevant stakeholders, his own experience and internationally accepted standards and practice undertake all the assignments to ensure that the project objectives are met.

The consultancy services will be carried out over a period of 18 (Eighteen) months.

4. The Lusaka Water Supply and Sanitation Company Limited now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants must provide, as part of their application, names and contact details of organizations for which the consultant has completed projects in the immediate past 5 years, which are essentially equivalent to the scope of this assignment. The Summary of similar assignments executed successfully should be in form of letters of engagement and/or certification of completion or equivalent. Consultants may constitute joint ventures to enhance their chances of qualification.

The shortlisting criteria is:

a) Experience in similar assignments including designs and construction supervision of water supply systems of up-to 350,000m/day including booster stations, distribution centers, storage reservoirs, transmission and distribution networks in pipes materials and sizes from DN 75 to DN 1200. Experience in preparation of strategic Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Resettlement Action Plan (RAP).

b) Core business of the firm being in proposed area of the assignment.

c) Availability of appropriate skills amongst staff including but not limited to Team Leader, Geotechnical Engineer, Water Supply Expert/Hydraulic Engineer, Structural Engineer, Electro-Mechanical Engineer, Geomatic/GIS Specialist, Environmental Expert, Urban Planner, Community Development/Resettlement Specialist, Land Economist/Valuer, Procurement Specialist and Financier Specialist.

d) Experience in similar conditions.

5. Selection of the Consulting firm

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Quality Cost Based Selection (QCBS) method procedures set out in the African Development Bank's "Procurement Policy and Methodology for Bank Group Funded Operations", dated October 2015, which is available on the Bank's website at http://www.afdb.org.

6. Interested consultants may obtain further information at the address given below during office hours between 08:00 hours to 12:00 hours and 14:00 hours to 17:00 hour's local time from Monday to Friday.

7. Submission of Expression of Interest

Sealed Expressions of Interest clearly marked "Consultancy services to carry out Feasibility Study and Detailed Designs for the Lusaka City Water Supply Improvement Project". LWSC/LCWSIP/CS/01/2023, should be deposited in the Tender Box located on the ground floor at the address stated below on or before Friday, 17" March 2023 at 10:30 hour's local time.
