The Tanzania-Zambia Railway Authority (TAZARA) is a Statutory Institution jointly owned by the Governments of the United Republic of Tanzania and the Republic of Zambia on a 50/50 shareholding basis, with its registered Head Office in Dar es Salaam, Tanzania. The Authority operates two Regional Administrative Centres located in Dar es Salaam, Tanzania, and Mpika, Zambia.
TAZARA invites applications from suitably qualified and experienced nationals of Tanzania and Zambia to fill the following vacant positions in the respective regions:
POSITION: SENIOR CIVIL ENGINEER (SCE) – FOUR (4) POSTS
SALARY SCALE: TSG 12
REPORTING TO: REGIONAL CIVIL ENGINEER
DUTY STATION: DAR ES SALAAM / MPIKA
JOB PURPOSE
The SCE shall be responsible for planning, supervising, and coordinating the maintenance and rehabilitation of railway infrastructure, including permanent way, bridges, tunnels, utility buildings, feeder roads, water supply systems, and staff housing, in order to ensure safe, reliable, and efficient railway operations in line with TAZARA’s objectives.
Responsibilities or duties
The key responsibilities for SCE include the following:
- Receiving and implementing instructions from the Regional Civil Engineer regarding overall regional maintenance and repair works of the permanent way and related infrastructure.
- Preparing regional maintenance and rehabilitation plans for permanent way, bridges, tunnels, sidings, and related structures based on district submissions to ensure smooth execution of works.
- Providing technical guidance and supervision to subordinate staff and contractors to ensure compliance with standard specifications and quality requirements.
- Monitoring the implementation of approved maintenance and emergency repair plans to ensure activities are carried out within approved budgets and available material resources.
- Conducting joint periodic inspections with district teams to assess infrastructure defects and ensure quality maintenance standards are achieved across the region.
- Preparing periodic technical reports on the condition of railway infrastructure to facilitate management decision-making and mobilization of support for necessary corrective measures.
- Participating in investigations of railway service accidents and coordinating the provision of materials, tools, and equipment for emergency response and restoration of safe operations.
- Initiating the preparation of Bills of Quantities (BoQs), work schedules, and budget estimates to support maintenance planning and prioritization of infrastructure rehabilitation needs.
CORE COMPETENCIES
Applicants should demonstrate the following competencies:
- Strong technical knowledge in railway or heavy infrastructure maintenance;
- Proven ability to supervise teams and manage projects effectively;
- Good analytical, problem-solving, and decision-making skills;
- Excellent communication and report-writing abilities; and
- Ability to work independently as well as collaboratively in a multidisciplinary environment.
Qualifications or requirements (e.g., education, skills)
Applicants must possess:
- Form IV or Form VI Certificate of Tanzania or Grade 12 Certificate of Zambia;
- Bachelor’s degree in Civil Engineering or an equivalent qualification from a recognized University;
- Age between thirty-two (32) and fifty (50) years;
- Registration with the Engineers Registration Board (ERB) of Tanzania or Zambia;
- Any additional relevant qualification shall be an added advantage.
Experience needed
A minimum of five (5) years’ relevant working experience, preferably in railway operations or large infrastructure projects;
