JOB DETAILS:
The Zambia Credit Guarantee Scheme (ZCGS) is wholly owned by the Government of the Republic of Zambia. The mandate of ZCGS is to provide credit guarantees to viable Micro, Small and Medium Scale Enterprises (MSMEs), in order to facilitate their access to affordable financing. To realize its mission and mandate, ZCGS wishes to invite highly self – motivated, result – oriented, suitably qualified and experienced Zambian nationals to fill the following vacant position:
Senior Human Capital and Administration Officer – 1 Position Salary Scale – ZCGS/05

Job Purpose
The position reports to the Chief Executive Officer and is responsible for supervising and undertaking human capital management functions and the provisions of administrative and logistical support services in order to facilitate efficient and effective operations of the institution.

Key Tasks and Responsibilities
Key Result Area Principle Accountabilities (Main Duties)
• Human Capital
• Management Undertakes human capital management functions in order to enhance staff morale and optimize utilization of human resource.
• Human Capital
• Development Effectively manages the Human Capital Development functions in order to facilitate staff development and enhance staff performance.
• Industrial Relations Periodical review of relations with employees in order to maintain industrial harmony in the Institution.
• Payroll Management Preparation and processing of the payroll in order to facilitate the payment of personal emoluments.
• Office Superintendence Supervises effectively the maintenance of buildings and surroundings in order to enhance a conducive working environment and staff welfare.
• Office Accommodation Undertakes timely provision of office space to staff.
• Office Equipment Supervises regularly availability and maintenance of office equipment in order to enhance effective and efficient operations of the Institution.
• Transport Management Supervises effectively the availability and maintenance of the transport logistics.
• Performance
• Management Supervises and undertakes effectively the implementation of performance management systems in order to monitor, evaluate and enhance staff performance.

Minimum Qualifications and Experience
• Full Form V/Grade Twelve (12) School Certificate
• A minimum of a Bachelor of Arts Degree in Human Resource Management or equivalent
• Must be a member of the Zambia Institute of Human Resource Management
Six (06) years’ proven, relevant work experience
• Ability to establish and maintain effective working relationships, work independently and demonstrate innovation
• Ability to communicate in English clearly and concisely, both orally and in writing
• Ability to write analytical and technical reports
• Ability to make decisions and systematically resolve problems

Competencies
• Interact well with all levels of staff
• Thorough knowledge of the Zambian Labour laws
• Ability to motivate teams towards enhancing their performance levels and ensuring sustainability
• Excellent communication, interpersonal and presentation skills.
• Effective organizational skills
• Proficiency in the use of Microsoft Office software.
