About the Assignment

Under the EU‑funded Economic Governance Support Programme (EGSP), the Government of Zambia is finalising and rolling out the National Green Growth Strategy (NGGS). This is implemented through an ongoing Technical Assistance project for an inclusive regulatory environment conducive to business and green investment in Zambia (TABI). To support effective implementation, stakeholder engagement and broad public understanding, EGSP seeks an experienced Senior Communication Expert to help develop a national Communication Action Plan for Green Growth.

The assignment aims to increase visibility of the NGGS, strengthen understanding of green‑economy principles, promote behaviour change, and support uptake of green growth interventions across key sectors.

Key Responsibilities

  • Conduct stakeholder analysis, mapping, and communication needs assessment.
  • Review existing communication materials, channels, and institutional capacities.
  • Design a practical Communication Action Plan including:
    • Target audiences
    • Communication objectives
    • Key messages
    • Tools, channels, and timeline
  • Develop targeted communication approaches for diverse stakeholders, including the business community and rural communities.
  • Design and facilitate stakeholder consultations and validation workshops.
  • Prepare a communication impact‑assessment tool and M&E approach for communication activities.
  • Produce all deliverables, including inception report, assessment report, draft and final communication action plan.

Required Qualifications

  • Advanced degree in Communications, Environmental Studies, or related field.
  • Minimum 10 years of experience in strategic communications.
  • Proven experience designing communication strategies for environment, climate change, or development programmes.
  • Strong facilitation and stakeholder engagement skills.
  • Excellent understanding of Zambia’s green economy, climate, and development context.
  • Evidence of high‑quality communication products and previous relevant assignments.
