Supply and Delivery of 2,576 Double Thick Closed Fleece Blankets tender at Plan International

Plan International has worked in Zambia since 1996 and currently working in over 46 communities. It has its Country Office in Lusaka and Program Area Offices (PAs) in Central, Luapula and Eastern Provinces. The organization is guided by a Country Strategy (CS) 2022 – 2026, which outlines Plan International Zambia’s programmatic ambitions with a specific focus on SOYEE, IQE, SRHR and ECD. Gender, child protection, influencing, and climate change remain cross cutting issues. The CS has a specific focus vulnerable and excluded children particularly adolescent girls, as they are often the most marginalized and most often left behind.

It is against this background that the Plan International Zambia invites bids for the supply and delivery of 2,576 double thick, closed double fleece blankets – dull colours to Mansa

2. SPECIFICATIONS OF ITEM

All prospective bidders are expected to provide bid that meet the following specification

• Double thick, closed double fleece blankets
• Dull colours
• Double (85”x90”) Size

** Note that a pictorial sample for the double thick, closed double fleece blankets is attached in the link Pictorial Sample.   Shortlisted vendor will be expected to provide a physical sample of the double thick, closed double fleece blankets, which shall be inspected against the Technical Specifications. A bidder shall be rejected for failing to submit a compliant sample.

3. DELIVERY

The successful bidder shall be expected to deliver the double thick, closed double fleece blankets within 2 weeks of contract award at Plan International Mansa Office located at Plot No 1030 Chitimukulu Road, Mansa. Therefore, bidders are expected to consider delivery related costs in their submission.

4.  HOW TO SUBMIT YOUR OFFER/BIDS

All prospective bidders should provide the following documentations:

– Offer/Quotation in Zambia Kwacha
– Successful completion of at least two (2) contracts with reputable organizations/NGOs involving the supply of bedsheets, blankets, or related bedding items such as mattress covers, duvets, or comforters, each serving a similar purpose in providing comfort and bedding solutions. The documentary evidence shall comprise: a copy of both LPO/ contract together with its proof of delivery document such as a copy of a signed Delivery Note, or completion certificate(s) or payment certificate(s), or Payment vouchers, and/or goods received notes (GRN) from the previous clients. Failure to provide proof of delivery for an LPO /contract will not be counted as experience. References maybe contacted for due diligence.
-Bid Validity 120 Calender Days
– ZPPA supplier registration
– Company registration certificate with form III indicating shareholding structure.
-Valid Power of Attorney.
-VAT tax registration/clearance certificate
-Litigation status indicating supplier has no pending litigation that would negatively affect the execution of this contract. This shall be provided by a registered legal practitioner or attorney. A written statement by the bidder himself shall not be accepted. Non- compliance with this requirement will result into disqualification of the bid.
Bidders must demonstrate financial capacity by submitting audited and certified financial statements for the last 2 financial years. The statements must be audited by an independent, licensed auditor, and must include the auditor’s signed opinion OR Providing letter of finance from the bank OR submission of 6 months company bank statement.

Evaluation Criteria

1.    Administrative requirements

All bidders MUST submit the following documents:

– ZPPA supplier registration
– Company registration certificate with form III indicating shareholding structure.
– Valid VAT tax registration/clearance certificate
– Valid Power of Attorney.
– Bids Validity 120 calendar days
– Litigation status indicating supplier has no pending litigation that would negatively affect the execution of this contract. This shall be provided by a registered legal practitioner or attorney. A written statement by the bidder himself shall not be accepted. – Non- compliance with this requirement will result into disqualification of the bid.
– Mandatory supplier questionnaire form (Link)

Failure to submit the above will lead to disqualification

2.    Technical evaluation

• Double thick, closed double fleece blankets (Pass/Fail)
• Dull colours (Pass/Fail)
• Double (85”x90”) Size (Pass/Fail)
• Bidders are required to include pictures of blanket in their submission. (Pass/Fail)
• Delivery required within 2 weeks of signature of contract/PO. ( Pass/Fail)

Failure to meet the above specifications will lead to disqualification.

3.    Financial submission

• Offer/Quotation in Zambia Kwacha
• Offer Must include delivery cost to Plan International Mansa Office located at Plot No 1030 Chitimukulu Road, Mansa

Submission of financials in a different currency will lead to disqualification. Failure to include delivery cost will lead to disqualification.
