Background:
Government through the Ministry of Youth, Sport and Arts coordinates and implements the National Youth Policy (2015) targeting the out of school, marginalized and unemployed youth to venture into income generating projects to contribute to economic growth and job creation, Youth empowerment entails equipping the youth with appropriate multiple skills that are sustainable and profitable, providing the resources such as land, equipment, micro financing, and a conducive environment for development, creation of wealth and employment opportunities.

In empowering the youth, the Ministry procured 50 fuel tanker trucks for youth across the country and is in the process of distributing them to beneficiary cooperatives in the country who will be placed under Oil Marketing Companies with presence in the provinces for management and capacity building to enable eventual takeover of the fuel tanker trucks after the funds are recovered.

Objective of the assignment and deliverables To manage the fuel tanker trucks on behalf of the Ministry by the terms and conditions which shall be agreed upon and also build capacity of the beneficiary youth cooperatives to be able to take over the running of these fuel tanker trucks after the funds have been recovered by the Ministry

Scope of works
• To Manage the fleet of fuel tanker trucks on behalf of Ministry of Youth, Sport and Arts for the benefit of the beneficiary youth cooperatives.
• Use and deploy the fleet of fuel tanker trucks as set out for the sole purpose of the transportation of fuel products to ensure full commercial benefit for beneficiary youth cooperatives under the Ministry
• To manage and mentor the beneficiary youth cooperatives for eventual take over.

• Vat Registration Certificate
• ERB certificate
• Proof of three years’ company experience
• Company profile and Organization structure
• Written power of attorney
• Brief presentation of key personnel
• Letter of recommendation from Ministry of Energy

Submission of expression of interest (EOI)

Sealed envelopes clearly marked invitation for the expression of interest for management of fuel tanker trucks and mentorship of beneficiary youth cooperatives must be deposited in the tender box at Ministry of Youth, Sports and Arts on the 11 Floor of the Government Complex Opposite Kamwala Shopping Complex not later than 10:30hours on 11" February, 2022. The envelopes received shall be opened immediately thereafter in the presence of the bidders or their representatives who wish to attend in the Ministers Conference Room on 11th Floor
