Project Name: Integrated Emergency Response for El Niño-Induced Drought Affected Communities in Zambia

Target Sites: Southern Province (Gweembe, Sinazongwe & Namwala Districts) and Western Province (Mongu & Kalabo Districts)
1. Introduction
Southern and Western Provinces of Zambia have long faced cyclical droughts. However, the 2023/2024 El Niño event has caused one of the most severe and prolonged dry spells in recent history. This has deepened existing vulnerabilities, particularly in rural districts where poverty is widespread and access to public infrastructure remains limited.
In response, Oxfam, with funding from Global Affairs Canada (GAC), is implementing the “Integrated Emergency Response for El Niño-Induced Drought Affected Communities in Zambia” project in partnership with Keepers Zambia Foundation (KZF) and Women for Change (WfC).
As part of its WASH interventions, the project will construct, rehabilitate or upgrade water points at selected institutions withing the project target areas.
2. Problem Statements

3. Scope of works / Proposed Interventions
(NB: For detailed guide, please refer to the detailed attached scope of works and bill of quantities)
The proposed interventions in general include the construction, rehabilitation or upgrading of water points at selected facilities in target areas:
a. Two (2) drilled and mechanized to solar powered systems with elevated storages; Lumbo primary school and Mabwetuba community school located in Gweembe district.
b. Two (2) drilled and equipped with handpumps; Namakaka west and Nzenga community schools located in Namwala and Gweembe district respectively.
c. Seven (7) upgraded from handpumps to solar powered mechanized systems with elevated storages; Ndema health care facility & Ndema primary school in Namwala district, Nomai primary school & Nakato health care facility in Mongu district, Lunje primary school, Chilele primary school and Namundale health care facililty in Kalabo district.
d. Additionally, one (1) community handpump in Gweembe district (Chasombwa handpump) will be rehabilitated to ensure it is restored to function fully.
4. Expected Community Impact
1. Reliable water access for over 10,000 beneficiaries.
2. Reduction in waterborne diseases through chlorination and improved IPC.
3. Improved healthcare and education outcomes due to functional WASH systems.
4. Reduced burden on women and children who currently spend time fetching water fro far away sources.
REQUIREMENTS FOR ELIGIBLE BIDDERS
The Bidder is required to submit the following:
1. Propose works and financial offer
2. Valid NCC category B or C
3. Valid ZPPA Certificate
4. Valid PACRA Registration
5. Valid TPIN
6. Workers’ Compensation
7. Company Profile with physical address
8. Valid EIZ registration License
9. Valid Tax Clearance certificate
10. Provision of brief method statement
11. Provision of 3 Months latest bank statements
12. Duration of project & Gant chat showing schedule of works
13. Proof of experience in similar works (Certifications of completion, award letters,
Purchase orders etc).
Personnel, Experience and Equipment
1. Registered EIZ Water engineer, civil engineer,
2. hydrogeologist, hydrologist or related qualifications with diploma or degree added
advantage with at least 2 years’ experience for supervision of work.
3. Plumber with at least 3 years’ experience
4. Electrician with at least 1 year experience (Solar specialized)
5. Own and reliable equipment

The submission should also include a USB Flush Drive containing soft copies of all documents
All to be Submitted no later than, 21st November 2025 by 13:00 hrs clearly marked “LOT 1”, and addressed to: The Chairperson, Procurement Committee.
The Bidder is encouraged to visit and examine the site and its surroundings and obtain for itself all information that may be necessary for preparing the bid. The costs of visiting the site shall be at the Bidder’s own expense, risk and responsibility.

SIGNING OF CONTRACT
Promptly upon notification, the Employer shall send the successful Bidder the contract agreement for review and signing.
PROJECT DURATION
The employer expects the project to be completed within 30 days of the date of signing the contract.
