JOB DETAILS:
Description of the Assignment
As the industry evolves, it remains important for the TAG Association to retain its relevance, strengthen its resolve to champion inclusive insurance in Zambia and review its strategic direction. Accordingly, the Association would like to review the implementation of its Strategic Plan (2017-2021) and develop the next plan for the period 2022-2026.
The review of the 2017-2021 Strategic Plan will provide Management and the Board with the necessary information on the progress made, constraints faced and to draw lessons to possibly redirect the actions to optimize outcomes for the period 2022-2026.

The consultant will be expected to undertake the following tasks:
1. Facilitate and conduct interviews with the TAG members to capture their expectations of the TAG’s role and review performance from their perspective.
2. Conduct a review of current global trends on inclusive insurance and highlight opportunities and insights that Zambia can benefit from including potential alliances or memberships that TAG can pursue.
3. Identify new local stakeholders that can be invited to join TAG to enhance prospects of achieving its goal of accelerating the development of an inclusive insurance market.
4. To facilitate the situation analysis of the Association’s operations with the aim to review the human resourcing/organizational structure, workloads, operations, activities, and staffing level.
5. Through a consultative process and application of an appropriate tool of analysis, identify the key areas of focus during the next strategic planning period and develop strategic goals and objectives. Thereafter, break down each strategic goal into multiple strategic objectives and activities that represent key components of the Association’s approach to achieving its mandate.
6. Draft and propose a strategy for achieving the key result areas and strategic objectives. The strategy should represent the Association’s proposed approach for adapting to emerging issues in inclusive insurance and changing external conditions to ensure that the Strategic Plan is flexible and adaptable as the inclusive insurance industry evolves while providing clear and measurable targets.
7. Moderate the stakeholder meetings and workshops to validate the draft Strategic Plan.
8. Facilitate the development of a framework for monitoring and evaluating the level of achieving the set goals and review of the Implementation of the Strategic Plan.
9. Finalize the Strategic Plan and submit to the Association.

3.0 Required Qualification and Experience
a) Company profile and/or CVs detailing past relevant assignments undertaken including daily/hourly rate
b) The lead consultant must have a minimum of a Master’s Degree in relevant fields with a minimum experience of not less than ten (10) years in the relevant fields.
c) Provide proof of having conducted assignments of a similar nature with at least three (3) reputable clients in the last eight (8) years, preferably with reputable organizations.
d) Demonstration of strategy development experience. The consultant must demonstrate proven record of development of strategic plans or related assignments
Other Shortlisting Requirements;
a) The Consultant will be expected to have excellent writing skills with practical experience in business continuity planning and strategic planning. Good spoken and written communication skills in English is a must.

4.0 Compensation
i. The EOI should include a financial proposal. Value for money will be taken into account in tender evaluation.
ii. The consultant shall be paid in two installments: the first to be paid after contract signing, and the second to be paid after completion and delivery of the Strategic Plan.

The Microinsurance Technical Advisory Group now invites eligible Consultant(s) with the requisite expertise to submit their Expression of Interest (EOI) for the provision of this service.
