Background:
Pact is currently seeking a Technical Health Consultant to provide technical support in pre-positioning efforts in response to the USAID forecasted Zambia Integrated HIV and Health Activity (ZIHA). This opportunity aims to provide sustainable, quality HIV/AIDS prevention, care and treatment services and family planning and reproductive health (FP/RH), maternal, newborn, and child health (MNCH) services in the Central, Copperbelt and Northwestern Provinces of Zambia.
The consultant will work closely with Pact’s Global Health, Business Development, and Pact Zambia teams to conceptualize and design a preliminary technical approach; ensure that technical strategies and methodologies are contextually relevant, evidence-based, feasible and build on Pact and consortium partners’ strengths; and serve as technical advisor in support of the Pact’s Zambia and global health teams.
Objectives:
The primary goal of this technical consultancy is to ensure technical and program quality in Pact’s pre-positioning efforts to the USAID forecasted Zambia Integrated HIV and Health Activity.

Duties and Responsibilities:
The consultant will assist Pact in developing the preliminary design of the upcoming ZIHA opportunity. Within this broad scope of work, the consultant will do the following:
• Be available on short notice to lead/co-lead strategic and design meetings and provide analytical and implementation-related inputs on the issues including: HIV/AIDS prevention, care and treatment services and family planning and reproductive health (FP/RH), maternal, newborn, and child health (MNCH) services.
• Review materials designed by Pact and its consortium partners and provide comments in a timely manner. Provide substantial inputs on best practices in integration of HIV and FP/RH/MNCH services at facility and community levels.
• Write draft activity plans and short narratives as required by the design process in consultation with Pact Zambia and Pact’s global health team.
• Organize and attend meetings with both government and non-governmental health experts for latest information that is helpful for the design.
• Provide support in exploring potential implementation, resource, or strategic partners and participate in discussions for the same.
• Be in regular communication with Pact Zambia and Global Health teams.

Tasks:
• Lead/co-lead/attend design and technical meetings with proposal team, potential partners, and other key stakeholders
• Support the development of technical inputs, strategies, and approaches
• Review and revise technical components after internal reviews
Deliverables:
• Development of technical inputs and technical reviews.
• Attending meetings with proposal team, potential partners/partners, and other stakeholders.

Required qualifications:
• Advanced clinical degree, MPH or equivalent
• At least 15 years of relevant professional experience, with significant relevant work experience in HIV prevention, care and treatment; MNCH; and/or FP/RH
• Significant clinical programming experience at country and global levels
• Experience or familiarity with USAID/PEPFAR programs
• Experience with US government proposal preparation and regulations, particularly for USAID funding.
• Excellent program development and grant writing experience, with a track record of successfully leading and/or supporting proposal development efforts
• Excellent written and verbal communications and interpersonal skills
• Ability to work independently and as part of a team
• Familiarity and understanding of the Zambia context is a plus
