JOB PURPOSE: To provide technical expert, oversight and leadership in the day-to-day implementation and management of the HIV/TB Program in the province as needed to improve HIV/TB services across the cascade.

REPORTS TO: The Clinical Care Specialist

PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)

  • Ensure delivery of quality TB and HIV services in all supported sites.
  • Provide technical guidance and oversight to ensure effective implementation of HIV/TB Programs including treatment and care services and prevention.
  • Design strategies to scale up adult, pediatric and adolescent HIV case identification.
  • Develop and implement strategies to ensure timely initiation of newly diagnosed HIV cases on ART in accordance with national guidelines.
  • Coordinate and develop strategies to manage PMTCT/EID and monitor implementation of re-testing policy in ANC, Labor & Delivery (L&D) and breastfeeding women.
  • Design systems and monitor implementation of HIV testing for HIV Exposed Infants (HEIs) according to current national guidelines.
  • Develop and implement systems on the management of retention and tracking of PLHIV missing appointments.
  • Oversee the development, interpretation, implementation and review of HIV/TB guidelines, systems, and standards to ensure quality clinical care and diagnostic services.
  • Provide oversight of site-level delivery of HIV/TB services to ensure optimal access to case identification, treatment and retention in care as well as improvement in treatment outcomes.
  • Develop and implement strategies to intensify TB case finding (ICF) and coordinate provision of routine HIV provider-initiated testing and counselling (PITC) to all TB patients with documentation in TB treatment registers.
  • Develop systems and monitor implementation of Cervical Cancer strategies in the Province and ensure that targets are met.
  • Undertake formulation, implementation and review of HIV/TB Program action plans to ensure quality delivery of health services.
  • Supervise and undertake Quality Improvement research projects in collaboration with HIV/TB Clinic staff to identify best practices.
  • Plan and implement regular program monitoring and participate in CDC Site Improvement and Monitoring Services (SIMS), document findings and prepare reports according to set standards and timelines.
  • Support the development and implementation of HIV/TB capacity building programs to impart appropriate skills and knowledge in clinical care staff.
  • Support targeted and data-driven technical support to TB/HIV clinical staff and coordinate TeleECHO program to ensure improved provision of adult and pediatric ART treatment, care services and prevention.

JOB SPECIFICATIONS/ REQUIREMENTS

  • Grade 12 certificate with at least five O-level credits
  • Degree in Medicine
  • Master’s in Public Health (added advantage)
  • Registered with Health Professions Council of Zambia with a valid Practicing License
  • Traceable experience of three (3) years or more in TB/HIV Management
  • At least five (5) years relevant experience in HIV management at management level
  • Training in TB/HIV, HIV management for both adults and pediatrics and/or PMTCT
  • Must be trained in WHO ART Modules
  • Experience in PEPFAR supported TB/HIV programs (added advantage)
  • Training in Project Management (added advantage)
  • Ability to write technical papers and reports clearly in English
  • Ability to communicate fluently in English and local languages
  • Must be between 21 and 55 years
  • Other skills/Attributes: Computer literate, Managerial skills, Interpersonal relations, initiative
