Org. Setting and Reporting
These posts are located in the Automated SYstem for CUstoms DAta (ASYCUDA) Programme of the Division on Technology and Logistics of the United Nations Conference on Trade and Development (UNCTAD), Lusaka, Zambia. The Programme Management Officer (Customs Expert) reports to the ASYCUDA Regional Coordinator for East and Southern Africa. .

Responsibilities
The Programme Management Officer will be responsible for the following main tasks:
• Implementation of the UNCTAD ASYCUDA system in the Common Market for Eastern and Southern Africa (COMESA) Region, by:
(a) analysing the existing national Customs related legislation, Customs regulations and Customs procedures from the viewpoint of the ASYCUDA implementation;
(b) providing assistance to COMESA in the preparation of functional specifications for the COMESA ASYCUDA prototype, in accordance with the national requirements, the international standards and best practice in the Customs sector;
(c) providing Customs and ASYCUDA functional assistance/support to the Regional Project Team (RPT) in the prototyping, testing, piloting, rollout, functional administration and maintenance of the COMESA ASYCUDA system;
(d) organizing and delivering ASYCUDA awareness sessions for COMESA-COMESA, other relevant governmental agencies and for the trade community, as well as ASYCUDA functional training for the COMESA functional staff, including the functional administration, operation and maintenance of the COMESA ASYCUDA system (e.g. all Single Administrative Document (SAD) regimes, Integrated Customs Tariff, reference data, taxation rules, risk-management, selectivity criteria etc);
(e) assisting Regional Project Team in the preparation of the COMESA ASYCUDA functional documentation, including the COMESA ASYCUDA user-manuals.
• Further development/enhancement of the COMESA ASYCUDA system, by:
(a) providing advice to COMESA on the functional aspects of COMESA ASYCUDA national extensions/e-Documents, with the view to ensure their full integration into the overall operational COMESA ASYCUDA environment.
(b) assisting COMESA to coordinate the development of the functional extensions/e-Documents of the COMESA ASYCUDA system, and their integration into the operational COMESA ASYCUDA e-Documents.
• Coordination of the COMESA ASYCUDA functional implementation with other governmental agencies'/organizations' activities related to the Customs sector by:
(a) advising the COMESA on the Customs and functional implications for the COMESA ASYCUDA system of other governmental agencies'/ organizations' activities related to the Customs sector (e.g. Chamber of Commerce -registration of importer/exporters, Ministries of Finance/TradeÆconomy - taxation and licensing, express couriers - simplified procedures etc);
(b) coordinating the functional implementation of COMESA ASYCUDA e-Documents with other governmental agencies'/organizations' activities/initiatives.
• Assistance in UNCTAD project reporting and monitoring system by:
(a) assisting the NPM (National Project Manager) in the preparation of Project Progress Reports for national counterpart authorities;
(b) preparing regular functional Project Progress Reports for the ASYCUDA Regional Coordinator in Geneva inclusive of the elements relating to the logical framework and monitoring plan.

Education
Advanced university degree in Economics, Law, Business Administration/Public Administration or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of experience dealing with the automation of Customs procedures, organizing and delivering Customs awareness sessions and Customs/functional training courses within governmental organizations is required.
Experience in participating in the organization and delivery of training courses within governmental agencies is desirable.
Experience through assignments in developing countries and/or transition economies within an international organization is desirable
Experience in participating in the implementation at national level of an ICT system for Customs automation, or similar, is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English is required, knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency based interview.
