JOB DESCRIPTION

  • Duration of Contract: 12 months (renewable)
  • Status: National wage earner
  • Monthly Salary: A competitive salary will be offered based on qualifications and experience.

DETAILED DESCRIPTION OF TASKS

The Administration and Finance Officer is responsible for the administration and finance of AVSF’s office and activities in Zambia. She/he works under the supervision of AVSF’s Project Manager/Institutional Representative, in close coordination with the Financial Desk Officer (France).

A – FINANCIAL & ACCOUNTING MANAGEMENT

  • Management of all AVSF accounting transactions in Zambia: Prepare and verify monthly accounts of project and office expenses.
  • Cash flow management: Manage cash box expenses and income, banking transactions, monitor transfers, and prepare monthly bank reconciliation statements.
  • Financial management of partnerships: Verify reports and supporting documents from subrecipient partners and record them in AVSF accounts.
  • Budget follow-up of the project (in collaboration with the project manager).
  • Ensure compliance with donor and AVSF rules (procurement procedures, budget line variations, etc.).
  • Follow-up on compliance with Zambian law regarding tax and accounting.
  • Preparation of audits and collaboration with auditors.

B – ADMINISTRATIVE MANAGEMENT OF HUMAN RESOURCES

  1. Ensures administrative management of AVSF staff under Zambian law: employment contracts, personnel files, legal registers, medical exams, social/insurance registrations, paid leave tracking, and HR policy updates.
  2. Carries out administrative follow-up (contracts, absences, medical visits, social declarations, training).
  3. Prepares and controls pay slips.
  4. Participates in defining and implementing HR policies (salary scale, internal regulations, training).

C – ADMINISTRATIVE ORGANIZATION

  • Administrative & logistic management of the office: supervision of venues, purchases, supplier contracts, asset inventory, insurance, etc.

CANDIDATE PROFILE

  • Education: Master’s degree in Business Administration, Accountancy, or Financial Management.
  • Experience: At least 3 years as an administrative and finance manager in an international NGO or organization.
  • Proven experience with international donors’ financial and procurement rules.
  • Strong abilities in autonomy, leadership, and management.
  • Experience in HR management, accounting, financial planning, and reporting.
  • Detail-oriented, strong personal ethics, and exemplarity.
  • Fluency in English (financial English essential). French is an asset.
  • Proficiency in Microsoft Office and accounting software.
  • Ability to handle cross-cutting and varied tasks is a significant asset.
