Job Summary:
The Advisor shall support the urban planning and development capacities of local government and selected municipalities in Southern Province. The expert will play a key role in strengthening processes and mechanisms to foster climate resilient, inclusive, and citizen-oriented urban planning and development with a specific focus on unplanned and informal settlements.
Main tasks and responsibilities
- Support local authorities in developing comprehensive local area plans that align with climate-resilient development objectives
- Champion the integration of nature-based solutions and climate-resilient approaches into planning frameworks at the district level and ensure compliance with environmental protection standards
- Build local capacity (local government staff, community leaders, and development practitioners) for sustainable planning practices
- Conduct regular reviews and recommend adjustments to planning strategies based on performance data and changing conditions
- Participate in strategic planning processes and provide technical input on planning components of broader development strategies
- Contribute to experience sharing and scaling up of successful procedures and lessons learned on national level and in other provinces
- Ensuring ongoing and close cooperation and coordination with other programme components, in specific local finances/budgeting, citizen participation.
- Develop Terms of References (ToRs) and recruit and guide consulting missions.
- Prepare inputs and contributions to the M&E system, to PR products, and reports as required by the programme.
Qualifications and Requirements:
- At least bachelor’s degree in Urban Planning, Geography, or a related field
- Master’s degree in Urban planning, Geography, or a related field
- Must be registered with the relevant professional body
- Must have verified academic certificates by Zambia Qualifications Authority (ZAQA)
Professional experience
- Minimum of 7 years of professional experience in participatory urban planning, urban development, Nature-based Solutions in urbanization or participatory use of GIS
- Advanced proficiency in GIS software and digital planning tools to design adaptive, climate-resilient land use frameworks and conduct comprehensive spatial analysis
- Experience with spatial databases, planning information systems, and data visualization tools to support evidence-based planning decisions
- Demonstrated experience in coordinating multi-stakeholder processes and facilitating community-centred planning approaches that ensure equitable and inclusive spatial interventions
- Hands-on experience with informal settlement upgrading strategies, incorporating community-based approaches and participatory design methodologies
- Practical experience in integrating climate vulnerability assessments and adaptation strategies into spatial planning processes
- Experience in project-based work environment and teams including reporting, M&E, capacity development etc.
Other knowledge and additional competences
- Comprehensive knowledge of Zambia’s planning legislation, policy frameworks, and regulatory requirements to ensure compliance and sustainable implementation
- Fluency in English is required, knowledge of local languages is a plus
- Understanding of local governance structures, traditional leadership systems, and community dynamics in Zambian contexts
- Experience in working in intercultural teams and an international setting
