The Role:

Oxfam is looking for Advocacy and Finance Manager

The Advocacy and Communications Manager provides strategic leadership and team management for Oxfam’s advocacy, campaigns, and communications across the SAF Cluster. The role ensures that public-facing narratives are aligned with programme evidence and influencing priorities.

KEY RESPONSIBILITIES

Strategic Advocacy & Communications Leadership (15%)

The role provides overall strategic direction for advocacy and communications across the Cluster, ensuring alignment with programme priorities and influencing goals. It supports positioning Oxfam as a credible and influential voice on justice issues.

  • Define advocacy and communications priorities aligned with cluster strategy
  • Ensure coherence between messaging, campaigns, and policy engagement

People Management & Leadership of Advocacy and Communications Function (20%)

A central responsibility of the role is the direct leadership and management of the advocacy and communications team across the Cluster, ensuring high performance and effective coordination.

  • Line manage advocacy, communications, and campaigns staff, ensuring clarity of roles and accountability
  • Establish strong performance management systems, including objective setting, feedback, and development

Narrative Development & Strategic Messaging (15%)

The role leads the development of clear, compelling, and evidence-based narratives that support influencing and public engagement.

  • Translate programme evidence into strategic messaging
  • Ensure consistency of narratives across themes and countries

Campaigns, Media & Public Engagement (15%)

The role drives coordinated campaigns and media engagement to enhance visibility and influence.

  • Lead development and delivery of advocacy campaigns
  • Strengthen media engagement and relationships

Integration with Programme & Influencing (15%)

The role ensures that advocacy and communications are fully integrated with programme work and influencing priorities.

  • Work closely with Programme and Influencing Lead and thematic managers
  • Ensure alignment between programme evidence and advocacy messaging

Partner Voice Amplification & Localisation (10%)

The role ensures that partner and community voices are central to advocacy and communications efforts.

  • Support partners in engaging in advocacy and communications
  • Amplify local voices in regional and global platforms

Digital Strategy & Innovation (5%)

The role strengthens the use of digital platforms to support advocacy and communications.

  • Promote effective use of digital tools and platforms
  • Support innovation in campaigns and communications approaches

Knowledge Management & Learning (5%)

The role ensures that learning and evidence are captured and used to improve advocacy and communications.

  • Document and share lessons from campaigns and engagement
  • Support continuous improvement and adaptation
