JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:

6.0 ASSISTANT DIRECTOR – INVESTIGATIONS, GRADE ZRA03 (1 POSITION)- INVESTIGATIONS DEPARTMENT

A. PURPOSE
To provide effective leadership and management into investigations fraud and other tax related offences by formulating investigations strategies and implementation through departmental action plans into viable managerial systems, defining specific responsibilities and authorities, to achieve Unit and overall Departmental objectives within approved budgets.

B. KEY RESPONSIBILITIES
• To formulate and translate the departmental objectives into viable Unit Action Plan.
• To lead, coordinate and manage teams of investigators including joint operations with other Law Enforcement Agencies in implementing the Unit action plan, in order to achieve departmental objectives.
• To plan, review and coordinate investigations, random and risk-based operations driven by intelligence leads, to enhance tax compliance.
• To recommend appropriate actions against tax offenders based on the legislation, evidence and informed judgment.
• To develop and regularly update the Investigations policies and procedures manuals so as to incorporate best practices.
• To create a culture of teamwork that encourage team members to effectively achieve agreed performance objectives.
• To implement the PMDS in accordance with HR guidelines.
• To ensure effective coordination and liaison with other government institutions or tax administrations on issues of tax evasion, illicit financial flows and other financial investigations.
• To ensure officers uphold integrity and adhere to ZRA core values.
• Coach and mentor staff in order to improve competencies to discharge their functions effectively.
• To implement controls and procedures for safeguarding records and chattels in
the investigation’s custody
• To prepare monthly, revenue performance and other relevant management reports.
• To provide timely information and operational updates.
• To liaise with internal stakeholders within ZRA to meet operational needs.
• Implementation of Kaizen principles and adoption of best practices to enhance business process efficiency.
• Formulate clear departmental objectives and Unit plans in line with the Corporate Strategic objectives.
• Monitoring and timely submission of status reports of planned actions and corrective actions taken where deviations are recorded.

C. MINIMUM REQUIREMENTS
• Grade Twelve School Certificate/General Certificate of Education Equivalent;
• University degree in Taxation, Customs, Commerce and Trade, Business Administration, Finance, Accountancy, Economics, Law or professional qualifications such as ACCA, CIMA
• A Master’s Degree in Taxation, Law, Criminology or Accountancy/ Finance will be an added advantage
• VAT 1 & 2 Inspectors or Customs training.
