Baseline Consultant/Firm tender at Peoples Process on Housing and Poverty in Zambia

1.0 Organizational Profile

People’s Process on Housing and Poverty in Zambia (PPHPZ) is a local NGO with 17 years’ experience working with partner organizations, grassroots -led movements and Informal Settlement Networks (ISNs) in rural and urban poor communities in all the ten provinces of Zambia. PPHPZ supports federated networks of the rural and urban poor to address governance issues at local and national level so as to address inequitable access to land, housing, infrastructure, water, and sanitation for the majority poor in the country. Our work seeks to capacitate the marginalized rural and urban slum dwellers to work together in networks/movements to ensure that the poor are able to hold to account their civic leaders both at local and national level. To date, the organization has helped with the formation of the largest movements of poor people that have constituted themselves into the Zambia Homeless and Poor People’s Federation with a total membership of over 49 000 consisting of families from poor rural, urban and peri-urban communities, who have mobilized themselves and joined hands to fight the various facets of poverty through savings schemes, Cooperatives with a membership of over 500 members mobilized around housing rights and an informal network of informal settlement dwellers (ISN) with a membership of over 10 000 people that form the social accountability platform to champion community advocacy and provide checks and balances to established and decentralized local level structures and decision making platforms.

2.0 Purpose of the Consultancy.

PPHPZ  is currently the process of implementing the CIVSAM Project supported by the Swedish Embassy through We effect. The project is a five year project that seek to strengthen the capacity of local NGOs to advance the right to food for individuals, households and communities in Zambia from 2023 to 2028. In view of the foregoing, PPHPZ is supposed to commission a baseline survey for the project.

In this regard, PPHPZ is currently calling for qualified consultants to conduct a baseline in the project’s targeted areas The study will focus on collecting data on essential project outcomes that include Livelihood support, access to descent and just housing as well as strong organizations.

3.0 Role of the consultant

  • Agree with PPHPZ team (management, technical leads and MEAL team) on the methodology of the baseline survey.
  • Lead on the baseline survey process and outputs
  • Draft and finalize data collection tools
  • Collect and analysis of data
  • Develop and submit an inception report with PPHPZ
  • Submit the draft baseline survey report to PPHPZ
  • Submit the final baseline survey report incorporating comments and inputs to PPHPZ
  • Cover all the costs related to the data collection, analysis and report write up (including costs of transportation)

4.0 Role of PPHPZ

  • Facilitate the work as per the specified activity and timeframe in the TOR
  • Provide relevant documents to the consultant
  • Effect payments according to the agreement
  • Provide timely feedback on the evaluation report from all relevant staff members

5.0 Who we are looking for

Interested candidates in the position are expected to provide the following documentation:

  • A technical proposal with detailed response to the TOR, with specific focus on addressing the scope of work and methodology to be used
  • Sample of previous works on project baseline surveys, evaluations, etc.
  • Initial work plan based on methodology outlined, and indication of availability
  • A financial proposal detailing the daily rate expected, transportation costs, accommodation costs, etc. and initial work plan
  • Company profile & CV including a minimum of 3 traceable, recent and relevant references to this task
  • Team composition with a lead consultant, and a CV of each person to be involved in the assignment, including relevant experience
