REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT)

CONSULTANCY SERVICES TO UNDERTAKE A BORROWER’S PROCUREMENT AUDIT FOR THE SUSTAINABLE LIVESTOCK INFRASTRUCTURE MANAGEMENT PROJECT (SLIMP) (INDIVIDUAL CONSULTANT).

1.   Background

The Ministry of Fisheries and Livestock has received financing from the African Development Bank and the Government of the Republic of Zambia towards the cost of the Sustainable Livestock Infrastructure Management Project (SLIMP) and intends to apply part of the proceeds of this funds to payments for the contract for the provision of consultancy service to undertake a Borrowers Procurement Audit under Borrowers Procurement System (BPS) for the Sustainable Livestock Infrastructure Management Project (SLIMP).

2. The objectives of this assignment is to conduct procurement performance audit of the SLIMP for contracts executed under the Borrower Procurement System to:

i. Verify the compliance and performance of procurement procedures and contract management with the provisions of the Financing Agreement (FA) and as reflected in the most recent approved SLIMP Procurement Plan.

ii. Verify physical and technical compliance of deliveries in relation with the disbursement rate; and to

iii. Review the SLIMP Executing Agency’s procurement capacity to fulfil its fiduciary mandate.

3. Scope of the Audit

The Auditor shall tackle the fundamental aspects of the transactions made under SLIMP financed by the Bank, with respect to the provisions of the Borrowers Public Procurement Laws and Regulations as amended from time to time carried out by the project since the inception.

The Ministry of Fisheries and Livestock now invites eligible citizen Individual Consultants to indicate their interest in providing the services. Interested Individuals should provide detailed curriculum vitae demonstrating that they have the required qualifications, competence and relevant experience to undertake this assignment.

The selection procedure, eligibility criteria and establishment of the short-list, shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, October 2015, which is available on the Bank’s website at http://www.afdb.org.

4. Required Qualifications, Experience and Technical Competencies

The candidate shall have the following minimum qualifications, experience and technical competencies:

Qualifications

  • Bachelor’s Degree in Procurement /Contract/ Project Management/Engineering/ Law/ Economics or any other related disciplines;
  • A professional qualification in Procurement such as Chartered Institute of Purchasing and Supply (MCIPS) or other similar national/international procurement professional qualifications; and
  • Master’s Degree in Procurement and Supply, Project Management, Business Administration, Social Sciences or related field will be an added advantage.
  • The Individual Consultant shall be a registered or be required to register with the Zambia
  • Institute of Purchasing and Supply (ZIPS) prior to commencement of the assignment if awarded the contract.

Experience

  • Minimum of  15 years post graduate experience in procurement and contract management with a minimum of 10 years’ experience in  public sector procurement of which 5 years must be at a senior level; and
  • At least two (2) traceable references of past procurement audit assignments or similar.

Technical Competencies

  • The candidate must be familiar with the Zambia’s public procurement legal, administrative and institutional system;
  • Demonstrated experience working with the African Development Bank’s Procurement Procedures or those of other Multilateral Development Banks;
  • Knowledge of the institutional, technical and commercial aspects of public sector; and
  • Organizing, work planning and scheduling skills; and
  • Excellent report writing skills with a good command of spoken and written English.
  • Prior technical, procurement audit, documentation and data management experience as well as experience on donor funded projects will be a definite added advantage.

5.   The duration of the assignment is expected to be as follows:

The maximum duration of the Assignment is six (06) weeks and minimum of four (04) weeks.

The assignment will be divided as follows:

(a)  Phase I – Preparation of the Assignment – Duration 1 week;

(b) Phase II – Actual Audit Execution – Duration 2 weeks; and

(c) Phase III – Drafting the Final Audit Report – Duration 3 week

The Expressions of Interest together with education certificates must be submitted on the electronic Government Procurement System (e-GP) on or before Thursday, 11th January, 2024 at 16:00 hours, following this link.

The closing date for the receipt of Expressions of Interest is Thursday, 11th January, 2024 at 16:00 hours Local time and any Expressions of Interest received after the time and date stipulated above will not be accepted.  The Expressions of Interest will be opened electronically on the same date immediately after tender opening in the presence of consultants or their representatives who choose to attend.
