CALL FOR CONSULTANCY SERVICES



ON THE COMPREHENSIVE ASSESSMENT OF NATURAL RESOURCES AND

SOCIOECONOMIC STATUS OF COMMUNITIES UNDER THE GREEN-RECLAIM

PROJECT IN CENTRAL AND SOUTHERN PROVINCE.



1. Introduction

Self Help Africa (SHA), in collaboration with the Ministry of Green Economy and

Environment (MoGEE) and with technical oversight from the Food and Agriculture

Organisation of the United Nations (FAO), is implementing the GEF-8 funded project

titled “Resilient Communities, Land Restoration and Sustainable Ecosystem

Management.” The project seeks to strengthen climate change adaptation, reduce land

degradation, and promote biodiversity conservation through integrated and climate-

resilient natural resource management approaches.

The project is being implemented in Zambia’s Central and Southern Provinces. In

Central Province, activities will focus on a belt covering Mumbwa, Chibombo, and Kapiri

Mposhi districts, while in Southern Province the project targets Siavonga, Chikankata,

and Chirundu districts. These districts span two distinct ecological landscapes: the

Kafue Basin catchment belt in Central Province and the Kariba-Gwembe Valley

landscape in Southern Province, each with markedly different agro-ecological

conditions, livelihood systems, and GEDSI dynamics. The project design, Theory of

Change, and Results Matrix are structured around these two landscapes; accordingly,

the GEDSI assessment must reflect this landscape-level framing and produce

landscape-disaggregated findings where data permit.

Timeline

The consultancy is expected to commence on 20 th July 2026 and conclude in 12 weeks.

A detailed work plan with specific deadlines will be agreed upon with the selected

consultant.

Budget

The maximum budget is USD $135,000. Value for money will be a key consideration in

the bid evaluation - the cost structure, quality of personnel, number of people covered

and the approaches used will be considered.



Consultant Qualifications

The ideal consultant will possess the following qualifications:

1. Proven experience (at least 5-7 years) in Natural Resources Management

including Biodiversity and accompanied by a field team of support professionals

including Ecologist, Biologist, GIS and remote sensing, and Zoologist

2. Have a good understanding of conservation issues in Zambia.

3. Have at least five (5) years of progressively advanced experience in biodiversity

assessment assignments.

4. Have relevant experience in working with government and/or international

organizations on consultancy assignments, especially in biodiversity

conservation.

5. Additionally, the consulting firm should least possess a minimum of the following

requirements:

6. Education: Advanced degree (Master’s or PhD) in Forestry, Ecology, GIS, Natural

Resource Management, or Social Sciences.

7. Socioeconomist with demonstrated expertise in rural livelihoods, social inclusion

and poverty analysis; household survey design and implementation; gender-

differentiated resource tenure and governance analysis; food security

assessment; and NRM-livelihoods nexus programming. Experience with FAO or

GEF-funded socioeconomic assessments in Zambia or comparable SADC

contexts is required.

8. Statistician/Data Analyst (survey design, quantitative analysis).

9. Community Engagement Expert (participatory methods, conflict resolution).

10. Experience: Minimum of 7 years in GEF or similar international projects, with

specific expertise in Community-Based Natural Resource Management

(CBNRM).

11. Language: Fluency in English; knowledge of local languages (e.g., Tonga,

Bemba, Lenje) is an advantage.

12. Excellent communication, coaching, and interpersonal skills.



• Reporting and Supervision

• The consultant will report directly to Shadrick Phiri the Green Reclaim Project

Coordinator.

methodology, and a detailed work plan.

• A financial proposal detailing their professional fees and all other anticipated

costs.

• A comprehensive CV highlighting relevant experience and qualifications.

• Examples of previous relevant work (e.g., reports from similar advisory roles,

training materials developed).
