Gansu Mechanized Construction Engineering Co., Ltd. is seeking a Commercial & Procurement Specialist for a Road Infrastructure Project.
Responsibilities or duties
- Interface and coordinate commercial affairs with project owners, consultants, auditors, material suppliers, machinery leasing companies, and labor subcontractors to ensure flawless communication.
- Support bidding activities by compiling corporate qualifications, past project performance records, personnel certificates, and managing the preparation of commercial tender documents.
- Lead contract negotiations, comprehensive reviews, archiving, and lifecycle management for construction, procurement, equipment leasing, and labor subcontracting agreements.
- Collaborate on site measurement verifications, organize and review engineering variations and site instructions, compile progress payment claims, and track timely project collections.
- Compile final completion accounts, settle final statements, and interface with third-party auditors for final account reconciliation.
- Conduct market inquiries, price comparisons, and source materials/services including sand, gravel, asphalt, and heavy construction machinery; maintain accounts receivable and payable ledgers, and collaborate with finance to clear payments and release retention bonds.
- Assist in securing project-related permits and statutory approvals, including road closure permits, temporary land use rights, muck transportation clearances, and environmental protection filings.
- Manage professional commercial hospitality, meeting arrangements, incoming/outgoing official correspondence, and compile regular operational data reports (e.g., monthly output values and collection metrics).
- Collect robust evidentiary data regarding variations and schedule extensions to initiate contractual claims and variation orders, systematically mitigating project commercial risks.
- Maintain centralized, synchronized management of physical and electronic archives for contracts, drawings, certificates, and corporate qualifications.
Qualifications or requirements
- College degree (Associate degree) or above; majors in Quantity Surveying, Civil/Municipal Engineering, Business Administration, Administrative Management, or related fields are highly preferred.
- Prior commercial or comprehensive administration experience within road construction or municipal infrastructure projects is preferred; outstanding fresh graduates will be considered on a discretionary basis.
- Proficient in Microsoft Office suite (Word, Excel, PowerPoint); fundamental understanding of engineering measurement, quantity surveying, and core tendering/bidding processes.
- Familiarity with road construction processes, sequences, and standard construction materials.
- Excellent communication, negotiation, and multi-stakeholder coordination skills; highly organized, meticulous, resilient under pressure, and highly accountable.
Mandatory Requirement: Chinese National Only (仅限中国籍人员), willing to remain stationed long-term at the project base in Kaoma, and fully submissive to corporate assignments and structural mobilizations.
Experience needed
Prior commercial or comprehensive administration experience within road construction or municipal infrastructure projects is preferred; outstanding fresh graduates will be considered on a discretionary basis.
