1. About FIAN Zambia

FIAN Zambia is a human rights organisation advancing the right to food and nutrition in Zambia. FIAN Zambia is an affiliate of FIAN International, a global human rights organisation for the right to food since 1986. We support grassroots communities and movements in their struggles against right-to-food violations.

2. Background

FIAN Zambia is implementing the Stronger Together: Supporting Civil Society to Advance the Right to Food for All Individuals, Households, and Communities in Zambia project. This project is supported by the Swedish International Development Cooperation Agency (SIDA) through We Effect Zambia. This project advocates for the progressive realisation of the right to food in Zambia.

To support harvesting of results and targets, we seek to develop an advocacy dashboard. The dashboard will be a tool used by FIAN Zambia and its partners to track, monitor and document results. The dashboard will also provide real-time access to critical information, including the status of different advocacy issues, key milestones, and stakeholder engagement efforts.

3. Developing advocacy dashboard

FIAN Zambia is calling for an Expression of Interest (EOI) from qualified firms, individuals or organisations to design and develop a user-friendly dashboard application with the following functions.

4. Scope of Work

• Develop a user-friendly and interactive digital dashboard that is accessible to various users with different permission levels.
• Incorporate functions for real-time updates and access to information, allowing users to input, view, and analyze data as it becomes available.
• Enable robust Reporting
  • Create advanced data visualization tools for easy monitoring and evaluation.
  • Provide filtering options by timeframe (quarterly, monthly, annually,) by indicator, and by partner.
• Other customized filters based on issue type, time period, or affected communities
• Provide support and training to FIAN Zambia and its partners on how to effectively use the dashboard as a key tool for:
  • Evidence-based advocacy
  • Data collection
  • Information storage
  • Data analysis and dissemination.

5. Key outputs

The consultant will provide the following deliverables;

• A user friendly dashboard for both IOS and android users that can be use with and without internet connectivity.
• The dashboard will be in english and contain both sound and non sound outputs and inputs
• A soft copy to be delivered on a functioning computer, with a backup
• A cloud system for storage of data
• User interface with three (3) administrators.

Protocols Development

• Develop clear and practical protocols for using the dashboard in advocacy efforts.
• Provide guidelines for users to document advocacy progress and impact effectively.

Testing and Deployment

• Deploy the dashboard on relevant platforms.
• Two training sessions for FIAN Zambia and its partners.
• Provide training materials and resources to support ongoing learning and application.

6. Duration and Timeline

The consultancy is expected to be completed within 12 weeks from the date of commencement.

7. Qualifications and Experience

The ideal consultant or consultancy firm should possess:

• A bachelor’s degree in computer science, software engineering, information technology, or a related field.
• A master’s degree in the above fields or additional certifications in dashboard development, data visualization, user interface design, or related areas will be preferred.
• Expertise in developing interactive dashboards and digital platforms.
• Knowledge of software development methodologies and frameworks.
• Understanding of data privacy, security protocols, and relevant legal regulations in Zambia.
• Experience in projects related to citizen engagement, advocacy, or monitoring and evaluation.
• Proven experience in digital dashboard development, particularly in advocacy or governance-related contexts.
• Expertise in integrating reporting tools for tracking advocacy progress and documenting key milestones.
• Excellent skills in stakeholder engagement and user-centred design.

A technical proposal detailing their approach, methodology, and work plan.
A financial proposal outlining consultancy fees.
