Consultancy to Undertake a Needs Asessment and Develop a Capacity Building Plan for the Implemntation of the National Adaptation Plan at Global Water Partnership, Zambia

REPORTS TO: Project Manager for the National Adaptation Planning for Climate Resilience     (NAP4CR)-Zambia Project

LOCATION: Lusaka, Zambia

DURATION: 30 working days Until 31 December 2022

BACKGROUND

The Green Climate Fund (GCF) approved Zambia’s request for readiness support towards the National Adaptation Planning for Climate Resilience on the 30th March 2021. The grant is administered by the Global Water Partnership as the Delivery Partner (DP). The purpose of the grant is to enable the Government of the Republic of Zambia (GRZ) to formulate a medium to long term National Adaptation Plan (NAP) aimed at strengthening systems for integrating climate change adaptation into development planning and budgeting processes. Furthermore, once formulated the NAP is expected to facilitate the development of prioritized adaptation actions with clear strategies on how these would be financed. By so doing, Zambia would be able to systematically advance the implementation of prioritized adaptation actions, contribute to the Nationally Determined Contribution (NDC) and achieve the climate change goals under the Eighth National Development Plan (8NDP). The process of formulating the Zambia NAP will take into consideration Gender aspects as guided by Zambia’s 2017 Climate Change Gender Action Plan.

The process of developing the Zambia NAP is being undertaken through a Project Implementation Unit (PIU) under the Green Economy and Climate Change and Natural Resources Management Department (GECC) in the Ministry of Green Economy and Environment (MGEE). Global Water Partnership as the Delivery Partner is providing technical and implementation support to the Zambian Government. This support is being provided through the GWP Southern Africa Regional Office (GWPSA) through a Project Management Unit.

The Government of the Republic of Zambia, through the National Adaptation Planning for Climate Resilience (NAP4CR)-Zambia Project, has set aside part of the GCF readiness grant support to undertake a needs assessment and develop a capacity building plan for the implementation of the National Adaptation Plan.

The National Adaptation Planning for Climate Resilience (NAP4CR) – Zambia Project, therefore, seeks consultancy services to undertake this task based on the terms of reference specified below.

OBJECTIVE OF THE WORK

The objective is to identify capacity needs and develop a capacity building plan for the implementation of identified priority adaptation actions in various sectors and the overall National Adaptation Plan.

SCOPE OF WORK

The scope of work will involve wide consultations of key stakeholders at both national and sub-national level across all the key sectors and regions in the country to identify capacity needs and develop a capacity building plan to enable successful implementation of prioritized medium and long-term gender sensitive climate change adaptation options in various sectors and geographical regions as well as the overall implementation of the NAP for Zambia.

OUTPUTS/ EXPECTED DELIVERABLES

The expected deliverables of the assignment include the following:

1. Submission of a draft Inception Report for comments and finalize it after incorporating comments. The report should clearly outline how the consultant will undertake the assignment to develop to identify capacity needs and capacity building plan to enable successful implementation of prioritized gender-sensitive medium and long-term climate change adaptation options in various sectors and geographical regions and the overall NAP.

2. Develop a capacity needs assessment tool(s) for review and commenting by the technical committee on climate change, Ministry of Green Economy and Environment and stakeholders and submit final tool(s) after incorporating input from stakeholders;

3. Facilitate a training of the sector leads in the Technical Committee on climate change & Provincial & District Planning Units on the capacity needs assessment tool;

4. Facilitate undertaking of national and sub-national consultation workshops to identify capacity needs for various sectors and geographical regions with support by trained members of the technical committee on climate change;

5. Develop a capacity building plan to address the identified capacity gaps/needs in various sectors and geographical regions;

6. Facilitate a stakeholder workshop to validate the identified capacity needs and capacity building plan for the NAP.

REQUIRED EXPERTISE AND QUALIFICATIONS

The Consultants required to undertake the assignment described in these TORs should possess the following minimum qualifications and experience:

1. Minimum qualification of a Master’s Degree in any relevant climate change, natural resources management, economics or any other relevant development studies or social science field;

2. Demonstrated professional experience of more than 7 years conducting capacity needs assessments and developing capacity building plans in various sectors or fields;

3. Demonstrated working experience of more than five years in climate change adaptation projects at national and sub-national level;

4. Demonstrated experience in gender analysis, mainstreaming and planning in climate change;

5. A strong understanding of the policy environment around Climate Change in Zambia;

6. Experience working with diverse stakeholders including governments, civil society and communities, private sector and cooperating partners in Zambia;

7. Excellent analytical and writing skills and demonstrated teamwork skills and ability to work independently;
