TERMS OF REFERENCE (TOR) FOR CONSULTANT
1. Assignment Overview
The USAID Expanding Water and Sanitation Project (USAID Expanding WASH) in Zambia being implemented through RTI International, a non-profit research and international development institute. USAID Expanding WASH aims to support the professionalization of WASH services, increasing private sector engagement in service delivery and improving accountability between citizens, service providers, and policy makers to sustain reliable, high-quality WASH services.

In order to effectively address the sanitation challenges, USAID Expanding WASH intends to undertake Formative research in sanitation and hygiene behaviors using the SaniFOAM approach. The results of this will feed into the development of a behavior change communication (BCC) strategy to facilitate sustained improvement of access to sanitation facilities and improved hygiene behaviors.
The overall objective of this SaniFOAM formative research is to identify motivations, ability, and opportunity of the two selected behaviors (using a toilet and practicing hand washing with soap) in the program locations identified above (Chinsali, Nakonde, Mpika, Lunte, Mungwi, Kazungula, Kalomo, Nalolo, Kalabo, Mongu, Kaoma and Sesheke).
This approach classifies sanitation and hygiene behavioral determinants into opportunities, abilities and motivations. These findings can thereafter be used to create an effective BCC strategy for improved sanitation and hygiene behaviors.

The specific objectives of the formative research are as follows:
1. To comprehensibly identify the determinants of selected sanitation behavior for the target group in terms of opportunity, ability and motivations (and inhibiting factors).
2. Identify the potential behavioral determinants for behavior change communication strategies to be developed.
The Consultant shall conduct a gap analysis to assess the information gaps that exists with regard to access to basic sanitation and challenges in appropriate hygiene practices. This will help identify areas of focus for the research. Field data collection shall be done through individual interviews (household level & at institutional level), focus group discussions and other methods identified by the Consultant.

2. Expected Outputs (Deliverables)
The consultant is expected to submit to RTI the following deliverables:
1. Detailed research protocol – setting out data collection methodology, design, plan, ethics, data management and accompanying set of draft tools
2. Draft formative research report
3. PowerPoint presentation of the research report to be shared with program’s stakeholders to validate and complement research results
4. Finalized formative research report including comprehensive annexes (with tools) within seven days of receiving comments.
5. Consultants Responsibilities

1. The Consultant shall recruit required Enumerators and be responsible for paying their renumerations from consultancy fees
2. The Consultant shall be the focal person for the Enumerators and ensure that they conduct household and institutional interviews and focused group discussions.
3. The Consultant shall ensure all questionnaires are correctly and accurately filled out thus ensuring superior quality survey data. The Consultant shall ensure that Enumerators submit the questionnaire to the Consultant in a timely manner.
4. The Consultant shall Lead the study, including design, implementation, report writing, presentation to stakeholders for validation and finalization within the timeframe specified above.
5. The Consultant shall involve RTI and its partners, Local Government partners and district partners in the study design and process including facilitating a one-day workshop to develop the research hypothesis associated with the determinants
6. The Consultant shall present key study findings to RTI and other stakeholders.

Qualifications:
• The consultant should be a highly experienced professional in the field of behavioural science, preferably with a focus on public health, sanitation and hygiene.
• The consultant should have experience in leading and facilitating participatory formative research with ability to consult women and other vulnerable groups.
• The consultant should have the ability to analyse quantitative and qualitative data and report on findings in straight forward and user-friendly reporting.
• Operational Proficiency in a local language in Western, Southern, Northern or Muchinga will be an added advantage
