EXPRESSION OF INTEREST FOR CONSULTING SERVICES FOR CONDUCTING A FEASIBILITY STUDY ON THE COMMERCIALISATION OF THE PRODUCTION AND DISTRIBUTION OF EAST COAST FEVER (ECF) STABILATE AT THE ANIMAL VACCINE PLANT OF THE CENTRAL VETERINARY RESEARCH INSTITUTE, MINISTRY OF FISHERIES AND LIVESTOCK.
The Government of the Republic of Zambia (GRZ) and the International Fund for Agricultural Development (IFAD) jointly designed and established the Enhanced Smallholder Livestock Investment Programme (E-SLIP) that is managed by the Ministry of Fisheries and Livestock (MFL). The Ministry of Fisheries and Livestock, through the Policy, Planning and Information Department (IPPID), is the lead agency for E-SLIP implementation with its Departments of Veterinary Services (DVS) and Livestock Development (DLD) being the technical departments responsible for Programme implementation.
The Financing Agreement for E-SLIP was signed on 11th May 2015, which was also the effective date of Entry into Force. The Programme to run for 7 year till 2022. In 2022, the Programme was extended for 2 years, but the amended Financing Agreement was only signed in November 2024 and declared effective in January 2025.
The Programme has a purpose of scaling-up control of key cattle diseases; introduction of improved grazing and drought resilient leguminous and grass forage species in smallholder individual and communal grazing lands; and supporting Governmentās livestock stocking and restocking capacity for sustainable livestock health and productivity. In the extension phase of E-SLIP, a face of agribusiness and marketing has been introduced to enhance and facilitate market access for programme beneficiaries.
The objective of this Consultancy is to gather, analyse and compile relevant technical information that can support the commercialisation of the production and distribution of the ECF Stabilate at the Central Veterinary Research Institute (CVRI). The study will identify strengths, constraints, opportunities and come up with recommendations that may be used during the implementation of the programme.
The feasibility activities are intended to assess the technical, economic/financial, social and environmental viability of commercialising the production of the ECF Stabilate at CVRI. The activities will also include assessment of infrastructure, equipment, staff, etc. and other requirements for the successful commercialisation of the ECF Stabilate production and distribution.
The Consultancy will undertake a comprehensive assessment of CVRIās existing infrastructure, equipment, human resources, operational systems, and institutional arrangements required for the commercialisation of ECF stabilate production and distribution.
The scope will further include an analysis of market dynamics, demand projections, pricing considerations, and the enabling regulatory environment, including governance structures, quality assurance systems, operational bottlenecks, and feasible business and partnership models, to support the transition towards a commercially viable stabilate production enterprise.
In addition, the Consultant will examine opportunities for private-sector participation, cost-recovery modalities, risk-mitigation measures, and mechanisms to ensure equitable access to stabilate for livestock farmers nationwide.
This study will be undertaken over a period of twelve (12) weeks with the following deliverables:
a) Inception Report.
b) Interim Report.
c) Draft Report and raw data sets (both hard & softcopies).
d) Final Report (both hard & softcopies) after incorporating comments.

The shortlisting criteria are as follows:
i. Information detailing the companyās existence and area of expertise
Company information should include: Valid TAX Clearance Certificate, Valid Social Security Compliance Certificate (NAPSA Compliance Certificate or Workers Compensation Certificate), Certificate of Incorporation, and PACRA document showing beneficial ownership.
ii. General experience in conducting consultancy services and data analysis similar to those required in this assignment.
iii. Adequacy for the assignment
iv. Similar nature of assignments and experiences
v. Evidence of past performance
vi. List of overall permanent and temporary staff in fields related to the assignment, demonstrating appropriate skills among staff.
vii. Any other information
Consultants may constitute joint ventures to enhance their chances of qualifications. The JV agreement, or letter of intent to enter into a JV, including an Agreement, indicating at least the parts of the works to be executed by the respective partners.
The Consultant will be selected in accordance with the Cost Quality Selection (CQS), as set out in the Zambia Public Procurement Act No. 8 of 2020 and its accompanying Regulations of 2022, which are consistent with the IFAD Procurement Handbook, which is available on http://www.zppa.org.zm and www.ifad.org/project-procurement, respectively. In case of any conflict, the provisions of the IFAD Procurement Handbook will prevail.
Cost Quality Selection (CQS), in accordance with the IFAD Procurement Handbook, is applied for small-value assignments. Under this method, a Request for Expressions of Interest (REOI) is issued, and interested firms submit their EOIs. The EOIs are evaluated and ranked by the evaluation committee, and only the highest-ranked firm is subsequently invited to submit a combined technical and financial proposal.
The attention of interested consultants is drawn to IFADās Anti-Money laundering and countering the Financing of Terrorism Policy and the Revised IFAD Policy on Preventing Fraud and Corruption its activities and operations. The latter sets forth IFADās provisions on prohibited practices. IFAD further strives to ensure a safe working environment free of harassment, including sexual harassment, and free of sexual exploitation and abuse (SEA) in its activities and operations as detailed in its IFAD Policy to Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse.
