Deputy Chief of Party Zambia Local Impact
Overview

The five-year (2020-2025) USAID Local Impact Governance Activity (Local Impact) is helping Zambia build up a sub-national system of governance for devolved service delivery more responsive to citizen needs. The program is engaging national and sub-national authorities to expand the capabilities of partner provinces and districts to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and domestic revenue generation.
The Activity Is Specifically Working Toward Three Objectives
• Objective 1: Citizens improve their collective skills to effectively assess service-delivery needs and performance and constructively engage with government.
• Objective 2: The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes.
• Objective 3: The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia.
• Role’s Purpose
The DCOP provides technical leadership for Objectives 1 and 2. He plays a key role in supporting GRZ national-level counterparts and provides technical expertise in decentralization policy implementation. S/he ensures coordination across objectives and supports the COP in overall management of the project.
• Tasks
• Fosters productive working relationships with key GRZ agencies, private sector actors, partners, and traditional and local authorities to aid in achievement of Local Impact’s results.
• Liaises with GRZ counterparts to advance the decentralization agenda and provides technical assistance to improve the enabling environment for decentralization
• Supports efforts to identify and apply critical trends and regional/international best practices in decentralization and local governance.
• Develops technical capacities of local staff and district-level local government counterparts in decentralization and local governance topics.
• Provides technical assistance to key ministries and other stakeholders on decentralization.
• Provides technical guidance to Objective Lead (OLs) on all aspects of citizen engagement, service delivery, and local government administration.
• In concert with OLs, ensures that MEL/CLA processes are incorporated into activity design.
• Supervises Objective 1 and 2 Leads and Provincial Managers (x3). Coordinates closely with the COP and CLA Director on national-level interventions supported by Local Impact.
• Serves as acting COP in the COP’s absence.
• Minimum Requirements
• At least 10 years of related experience working on international development governance programs funded by USAID.
• Experience in local governance including supporting participatory planning, budgeting, management, implementation, and monitoring of local development and strengthening service delivery functions of local governments in contexts similar to Zambia.
• Record of successfully applying local government performance assessment findings to identify, design, and facilitate activities that lead to improved local government performance
• Experience successfully collaborating with national, provincial, and local governments and civil society to support devolution of functions and processes in contexts similar to Zambia
• Experience improving local government capacity to deliver devolved services (e.g. health, education, natural resource management, and other sectors).
• Excellent relationship-building skills, understanding how and when to capitalize on relationships to facilitate achievement of results.
• Managerial prowess to guide activity design and collaboration among technical teams.
• Strong written and oral English skills; fluency in one or more local languages preferred.
