The Government of the Republic of Zambia through Ministry of Community Development and Social Services has received financing from the World Bank toward the Commitment to strengthening Social Protection Systems and ensuring effective implementation of the 2025

National Social Protection Policy (NSPP), the Ministry of Community Development and Social Services (MCDSS).

The consulting services ("the Services") include Developing a Monitoring and Evaluation Framework for The National Social Protection Policy.

The Ministry of Community Development and Social Services now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The assignment is expected to be conducted by the firm with the following qualifications or requirements. Key Experts will not be evaluated at the shortlisting stage

Knowledge/Expertise/ Skills required

  • Master’s degree in social sciences, Economics, Public Policy Management, or related social protection field and/or evaluation studies qualifications;
  • At least 5-7 years of professional experience in designing, implementing and managing social protection interventions or programming, including in the review/evaluation of programmes and policies;
  • Proven experience in designing and implementing M&E frameworks for social protection programmes;
  • Demonstrated expertise and capability in technical evaluation of social protection delivery systems, related to national policies and government operational frameworks;
  • Proven experience with logical framework approaches and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), information analysis and report writing;
  • Demonstrated experience planning and executing quantitative and qualitative methodologies and conducting analysis using Stata, R, SPSS, NVivo, or other data analysis tools;
  • Excellent communication and interview skills;
  • Excellent report writing skills; and
  • Demonstrated ability to deliver quality results within stipulated time frames.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (Procurement Regulations) “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:

Consultants may associate with other Consultants to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Simplified Selection method set out in the Procurement Regulations. Further information can be obtained at the address below during office working hours from 08:00 to 17:00 Hours.

Expressions of Interest must be delivered in a written form in sealed envelope must be deposited in the tender box at the Ministry of Community Development and Social Services no later than Wednesday, 24th December, 2025 at 10:30 hours local time and be clearly marked “DEVELOPING A MONITORING AND EVALUATION FRAMEWORK FOR THE NATIONAL SOCIAL PROTECTION POLICY”.
