CARE International in Zambia and its programme partners will implement a BMU-IKI funded project: Community-Based Adaptation: Scaling up Community Action for Livelihoods and Ecosystems in Southern Africa and Beyond (CBA-SCALE Southern Africa+) between 2023 and 2028. The overall objective of the intervention is to build climate resilience, including: the integration of adaptation (incl. disaster risk reduction) in policies, planning and budgets at different levels; promote actions to build climate resilience and address climate risks in key sectors such as water, agriculture, fisheries; strengthening climate information, early warning and disaster management systems; and ecosystem and biodiversity protection; among others. The expected outcome of the project is increased resilience to climate change, for all genders and social groups, in all the 12 wards of Zimba district. Inclusive, gender-responsive and nature-based planning and implementation of CBA actions will target all the 12 wards of Zimba district in managing climate-related risks to human security, livelihoods, and food security.
CARE Zambia an International Non-Governmental relief and development organization with various projects in Eastern, Muchinga, Luapula, Lusaka, Northern, and Southern provinces of Zambia, has the following seven vacancies available at Head Office in Lusaka and Zimba District.
Job Title: Development Coordinator – MEAL
Reports to: Project Management Coordinator

Job Summary
The Development Coordinator – Monitoring, Evaluation, Accountability and Learning (MEAL) is responsible for successfully delivering all aspects of CBA-SCALE project in relation to facilitating reflections and sense-making sessions and consolidation of learning. As a member of the Monitoring, Evaluation, Accountability and Learning team, He/she is responsible for implementing assigned project(s) or activities in accordance with CARE Zambia’s strategic and operational plans, as well as professional project methods and standards. The Position is also responsible for research, monitoring, evaluation, learning, reporting and continuous quality improvement in terms of data collection, storage, analysis, interpretation and reporting, including provision of support to project surveys.

Duties and Responsibilities:
1. Support the development of an implementation roadmap for the Local Adaptation Plans (LAPs), which involves charting out which partners have made commitments to lead the implementation of LAP activities and following up with those partners, how different activities are resourced and integrated into related projects, and the tentative timelines and next steps for each activity.
2. Serving a Monitoring and Evaluation (M&E) function, which includes:
• Monitoring the outcomes and progress of the LAP and related projects, documenting any learnings and challenges along the way.
• Supporting the creation and dissemination of knowledge and learning products to come out of the climate vulnerability capacity analysis (CVCA) and LAP processes. This would include the finalization of an integrated LAP and CVCA report that includes any lessons learned from this process, as well as documentation of how the CVCA helped to inform the LAP. In addition, this knowledge and learning role could include documentation of any related climate adaptation projects in Southern Province.
• Assisting in setting up follow-up meetings and any validation with partners and community members throughout the LAP implementation process, including as necessary community visits in Zimba
• Helping in the development of a strategy to disseminate these learning products to relevant external partners.
3. Support the development and implementation of M&E plan/system and management of the project’s beneficiary database/project information systems.
4. Support the project in developing data collection tools and securing means of verification.
5. Support and facilitate the implementation of project data quality audits and checks.
6. Supporting the design, implementation, monitoring, evaluation and reporting of operations research and pilot projects,
7. Responsible for documenting project lessons learnt, and other knowledge management products.
8. Champion the development and submission of evidence-based abstracts for publishing and conferences,
9. Support the training of project staff and partners in relation to the application of monitoring and evaluation approaches, mechanisms and tools developed.
10. Responsible for analyzing data from project surveys and evaluation for future programming, documentation, and publication purpose.
11. Support the establishment and maintenance of mechanisms for capturing, sharing, and applying M&E findings, information, lessons learned, best practices and human impact stories among CARE and partner staff.
12. Participate in meetings of reflections, sense-making sessions, design and planning impact measures of the program at regional, national, provincial, district and community levels.
13. Actively seek opportunities for inter-project and inter-agency collaboration and seek mechanisms to create an environment of collaboration and synergy.
14. Participate in CBA-SCALE work package on documenting and sharing knowledge of Community Based adaptation approach.
15. Perform any other duties which are consistent with the nature of the job and its responsibilities as may be assigned by the supervisor.

Qualifications, experience, and personal attributes:
• Possess a university degree in Agriculture, Demography, Development Studies, Sociology, Social Work, or any other equivalent qualification from a recognized University.
• 3 – 5 years’ experience in monitoring and evaluation of NGO or Government project/programmes
• Demonstrated skills providing project management and research support on similar project work – including analysis in the areas of one or more of the following: rural livelihoods, locally led or community-based adaptation or natural resource management or disaster risk management, gender, and women’s empowerment.
• Familiarity and experience with local context, including gender and power dynamics in rural livelihoods.
• Experience in analyzing learning and knowledge for policy and practitioner purposes (i.e. reviewing policy messages and practice briefs)
• Adherence to highest standards in research ethics
• Excellent skills in methodologies for collecting, processing, and analyzing qualitative and quantitative data.
• Excellent skills in qualitative and quantitative research, monitoring and evaluation methods including survey design and report writing.
• Excellent knowledge of data analysis tools (SPSS or other equivalent software) and management systems databases (Excel, Access, or other equivalent software).
• Strong analytical, coordination, facilitation, negotiation, interpersonal, documentation, report writing and communication skills.
• Ability to work effectively as part of a team and coordinate with a variety of partners and stakeholders, maintaining harmonious and productive working relationships.
• Ability to work with minimal supervision.

• This role is expected to establish and maintain open, professional, and cordial relations with the Country Office internal, and external customers. These include and not limited to.
Internal
• Program Manager – Resource Mobilisation, Strategic Program Area (SPA) Leads, MEAL unit, Technical Advisors, Project Managers, and within the consortium the International Union for Conservation of Nature (IUCN), the International Institute for Sustainable Development (IISD) and the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN).
External
• populations of concern and their communities (including children, women, and girls); Civil Society Organisations; Departments and Agencies (MDAs); different levels of staff from partner and peer organisations.
