The EU support to the National Land Audit (NLA) project aims to improve land administration and management in Zambia. The project focuses on:

  • Improving the National Spatial Data Infrastructure (NSDI), updating it with information that is publicly available and accessible, and producing land cover, and land use maps at the National level
  • Making available and accessible key results of the National Land Audit
  • Testing and validating Innovative National Land Audit methodologies
  • Providing guidance for shaping a full National Land Audit implementation and forming a post audit action plan
  1. Background of the Assignment

A key output is the development of a dynamic and interactive Land Audit Dashboard that will visualize key indicators linked to the nine (9) audit questions, using data collected from:

  • Field surveys (ODK)
  • Geospatial datasets (QGIS)
  • Administrative land information systems

This dashboard will support decision-making for:

  • Policymakers
  • Stakeholders
  • The public
  1. General Objective of the Assignment

GENERAL OBJECTIVES

  • Develop an interactive, spatially enabled and user-friendly Land Audit Dashboard using Microsoft Power BI, integrating datasets from ODK and QGIS, to visualize and analyze indicators related to the 9 National Land Audit questions.

SPECIFIC OBJECTIVES

  • Conduct user requirement analysis to identify key needs and expectations for the Land Audit Dashboard among NLA, MLNR, and other stakeholders.
  • Design the structure and indicators of the National Land Audit Dashboard mapped to the nine audit questions.
  • Ensure the dashboard design meets user needs, including data visualization, filtering, and spatial display capacities.
  • Develop an automated and scalable data workflow from ODK to Power BI.
  • Develop an interactive dashboard design reflecting user requirements.
  • Produce visualizations (tables, charts, maps) that dynamically display the land audit results.
  • Align and process datasets from ODK, and spatial data layers from QGIS, for integration into Power BI.
  • Integrate data from ODK forms, QGIS spatial layers, and administrative datasets.
  • Map audit indicators to the 9 core audit questions, enabling drilldowns and thematic analysis.
  • Deploy the dashboard on the National Land Audit (NLA) server environment, ensuring secure and controlled access.
  • Conduct full testing, documentation, and validation of the dashboard.
  • Provide user and administrator training on dashboard usage and updates. Conduct training for NLA and district staff on dashboard usage, maintenance, and data interpretation.
  • Provide a comprehensive user manual and technical documentation.

  • Fully functional and interactive Land Audit Dashboard in Power BI aligned with the nine audit questions.
  • User needs and requirements clearly documented and reflected in the dashboard design.

  1. Candidate Selection Criteria

Qualifications

  • Bachelor’s degree in IT, Data Science, GIS, Statistics, or related field

General Professional Experience

  • 5+ years in Power BI dashboard development, data modeling
  • Knowledge of ODK and integration techniques Survey Data
  • Experience in QGIS and geospatial data handling
  • Familiarity with land administration/audit indicators desirable

Specific Skills

  • Proven ability to link spatial and statistical data, design interactive dashboards
  • Fluent in English (written and spoken)
  • Experience in delivering user/admin training
