Background
The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365, and PharmAccess.

Description
The Director of Social and Behavior Change leads a team of qualified and experienced professionals in the Social and Behavior Change Unit of ZAM-Health. She/he provides technical leadership and management direction to the team on how they should perform to develop and implement annual work plans and meet set targets. She/he also provides technical leadership and management direction for the work performed by sub-partner Media365 to ensure on-time delivery of quality products aligned to the organization’s annual sub-award scopes of work. She/he ensures that the team has good working relationships with the other units within ZAM-Health. She/he works very closely with the Deputy Chief of Party (DCOP) – Programs on technical and administrative issues that enable the Unit to run smoothly. She/he ensures close collaboration with relevant Ministries such as the Ministry of Health and other partners such as NAC. She/he writes the Unit’s quarterly reports to show achievements for the unit in relation to the work plan and targets. She/he works with the team to identify success stories for documentation. She/he ensures the Social and Behavior Change activities in the ZAM-Health work plan are carried out in a timely manner. She/he maintains a good working relationship with the USAID Implementing Partners and other ZAM-Health partners.

Main roles
• Provide mentorship, leadership, direction, and capacity development to the Social and Behaviour Change team and support to the other units as needed.
• Represent the unit or the project at the national level on SBC issues.
• Ensure that the project meets its SBC-related targets and that annual work plans are implemented on time and at a high level of quality.
• Support the Deputy Project Director – Technical Programmes whenever called upon.

Responsibilities
• Ensure that activities in the annual work plan pertaining to the SBC unit are implemented in a timely manner and contribute to the attainment of targets.
• Lead the process of writing the SBC section and annexes for the annual work plan and the quarterly and annual reports that describe activities implemented and results attained.
• Lead the collaboration with the project’s other three objective teams to create an enabling work environment for the SBC Team and to ensure that the project delivers on planned results that require demand creation.
• Provide mentorship to the unit staff and look out for opportunities for them to grow.
• Hold regular (weekly or twice monthly) technical meetings and updates with staff and sub-award recipient M365 to ensure the growth of the team’s professional and project management skills and timely implementation of planned activities.
• Provide support and work with MOH, NAC, and other partners through relevant Technical Working Groups (TWG) to influence decisions made at that level.
• Work with the SBC team and other ZAM-Health units to identify, document, and disseminate best practices related to creating demand for the use of priority health products and services and supporting the adoption and maintenance of healthy behaviors.
• Work with the MOH, NAC, Senior Advisor- SBC for HIV and Zambia Ending AIDS, and other members of the team to support their efforts to implement the “Zambia Ending AIDS Campaign.”.
• Work with the Social and Behaviour Change team to design and track indicators that will help to demonstrate that the project is meeting its SBC objectives and showing that target audiences are adopting target behaviors.
• Carry out annual appraisals of the SBC personnel in collaboration with the DCOP Programs.
• Implement and adhere to JSH’s personnel, financial, operations, and fraud management policies.
• Work with the Deputy Chief of Party – Programmes on any other duties that she/he may assign.

Qualifications
• Master’s Degree or equivalent in public health, sociology, social anthropology, health communication, behavioral studies, or another related field.
o It will be an added advantage if the graduate degree or thesis is related to sexual and reproductive health or HIV/AIDS.
• Must have a proven track record of working successfully in the area of social and behavior change and it will be an added advantage if the work experience focuses on sexual and reproductive health, child health, and/or HIV/AIDS.
o It will be an added advantage to have experience in applying experience in behavioral science to implementing SBC approaches. in using behavior integration as the approach to designing and implementing programs that define outcomes as the specific behaviors required to achieve the development goal and ensure that the SBC strategy and activity design are behavior-led, not intervention-driven.
o Experience in working on communication or service delivery related to the project’s target behaviors will be an added advantage. active adolescent girls 15-19 years use modern contraceptive methods to delay first pregnancy
o Experience with social marketing and a total market approach for the delivery of services and related health commodities will be an added advantage.
• Demonstrated track record in social or behavior change research, report writing, and dissemination of results
o Knowledge of or practical experience with the use of human-centered design methods to develop effective social and behavior change strategies and activities will be an added advantage.
• Excellent computer skills especially the Microsoft office package
• Excellent interpersonal skills
