The Radiation Protection Authority (RPA) is a Regulatory Body under the Ministry of Technology and Science established by the Ionising Radiation Protection Act No. 16 of 2005 and its Amendment Act No. 19 of 2011. RPA’s mandate is to protect the public, workers and the environment from hazards arising from the use of devices or materials capable of producing Ionising Radiation.

The Authority has a vacancy for the following position:

DIRECTOR LEGAL SERVICES (1)

Job Objective

To oversee the provision of Legal and Board Secretariat Services for the Authority in order to ensure compliance with relevant laws and regulations and protect the interests of the Authority.

Responsibilities or duties

  • Oversees the provision of secretariat services to the Board of the Authority in order to facilitate the smooth conduct of business.
  • Oversees the provision of legal advisory services to ensure that the Authority operates within the confines of the law.
  • Oversees litigation matters on behalf of the Authority in order to safeguard its interests.
  • Oversees legal research and analysis to inform decision-making.
  • Oversees the drafting and review of legal documents to safeguard the interests of the Authority and ensure conformity with the law.
  • Oversees the resolution of disputes through arbitration, mediation and negotiation in order to protect the interests of the Authority.
  • Oversees the review of administrative policies to ensure compliance with the law.
  • Oversees implementation of performance management systems and manages human, financial and other resources to facilitate attainment of the Unit’s objectives.

Qualifications or requirements (e.g., education, skills)

  • Full Grade Twelve (12) School Certificate.
  • Bachelor of Laws (LLB) Degree from a recognised university.
  • Master of Laws (LLM) in Nuclear Law or equivalent.
  • Advocate of the High Court.
  • Member of the Law Association of Zambia.
  • Valid Practising Certificate.

Experience needed

  • At least ten (10) years’ relevant work experience, of which five (5) years should have been at management level.

  • Excellent written and oral communication skills in English.
  • High level of integrity and honesty.
  • Computer literacy.
  • Strong interpersonal skills.
  • Research skills.
  • Strong analytical skills.
  • Sound judgement and ability to provide strategic legal advice.
