NATIONAL HIV/AIDS/STI/TB COUNCIL

The National HIV/AIDS/STI/TB Council (NAC) established through an Act of Parliament No. 10 of 2002 is charged with the responsibility of developing and coordinating policies, plans and strategies for the prevention and combating of HIV, AIDS, TB and STIs in order to reduce the impact of the epidemic.

The Council is also the Secretariat to the Global Fund Country Coordinating Mechanism Zambia (The CCM Zambia). The Global Fund CCM Zambia is a country-level multi-stakeholder partnership of both public and private sector representatives that develops and submits grant proposals to the Global Fund and oversees performance of the same in the Country. It is central to the Global Fund’s commitment to local ownership and participatory decision-making.

The position of Director Programmes, at NAC has fallen vacant and consequently, suitably qualified and experienced Zambians are invited to apply for the positions based in Lusaka.

A.   PURPOSE OF THE JOB

To oversee and supervise NAC programmes and manage the operations of the Directorate of Programmes in order to support and coordinate the development of policies, plans and strategies for the effective delivery of comprehensive HIV and AIDS prevention, care, treatment and mitigation services and resource mobilisation in all sectors including scheduling, delivery and reporting; assistance with programme promotion and events/outreach coordination and various programme administrative tasks.

B.   SPECIFIC DUTIES

  • Contribute to and co-ordinates the development of multi sectoral policies and HIV/AIDS policies.
  • Contribute to and co-ordinates the development of multi sectoral policies and HIV/AIDS policies.
  • Manages timely, development and implementation of policies and guidelines in order to ensure effective management of the response.
  • Ensure that appropriate and consistent advocacy is undertaken in relation to Prevention, Impact Mitigation, treatment, care and support programmes;
  • Plan, coordinate and implement programme development activities for Grants Management, Public and Private Sector, Civil Society and Decentralised level multi-sectoral response coordination.
  • Establish policies, procedures and operational guidelines for all programmes
  • Evaluate programmes, provide on-site programme monitoring and reviews and provide feedback as needed.
  • Report and discuss activity schedule plans with Director General and other Heads of Departments.
  • Attend to all necessary programme workshops, events and training seminars
  • Communicate policy and information to programme staff at all levels.
  • Communicate programmes status with Director General and other relevant authorities on a regular basis.
  • Ensure effective liaison with all sectors on the implementation of HIV and AIDS multi-sectoral responses
  • Provide oversight, guidance and monitor HIV and AIDS multi-sectoral responses in all sectors.
  • Ensure availability, accessibility and use of strategic information regarding programming and prioritizing the multi-sectoral response and programme support services.
  • Ensure that appropriate and consistent advocacy is undertaken in relation to Prevention, Impact Mitigation, treatment, care and support programmes.
  • Manages timely, development of work plans and operationalization of the annual performance system (APAS) in order to monitor, evaluate and enhance performance
  • Manage timely, development and implementation of policies and guidelines in order to ensure effective management of the response
  • Oversees timely development and implementation of capacity building interventions in order to impart appropriate skills and knowledge
  • Manages effectively, the utilization of human, financial and materials resources in the directorate in order to ensure effective and efficient operations and the attainment of the directorate’s objective
  • The Director Programmes, will report to the Director General as a member of the team and liaise with associated heads of departments under the sister Directorates and Units
  • Perform any other duties assigned by the Director General

A.   RELEVANT QUALIFICATIONS:

  • Full Grade 12 certificate with at least 5 Credits at “O” Level including English and Mathematics (or equivalent)
  • MBBS, MBChB (MD) or equivalent.
  • Master’s Degree in Public Health, International Health, or Social Sciences desirable, relevant other academic qualifications and/or its equivalent

B.   PROFESSIONAL MEMBERSHIP

  • Member of recognised Institute or any other related Professional Body.

C. REQUIRED EXPERIENCES/SKILLS:

  • Seven (7) years’ in-depth knowledge and experience out of which five (5) years are in a similar position at Senior Management level with proven leadership skills in providing strategic direction, resource mobilisation and establishing strategic partners in both the Government and the Civil Society;
  • Demonstrated leadership, versatility and integrity
    Experience in writing comprehensive and coherent professional papers/reports;
  • Experience with multi, sectoral response to HIV and AIDS Programming;
  • Experience in Programme design, planning and management;
  • Knowledge of roles, strengths and development needs of key stakeholders and decentralised local governance structures;
  • Knowledge of international best practices in decentralised multi Sectoral high impact interventions;
  • Strategy and Business Continuity Planning and Management;
  • Governance, organizational structures, strategies and major initiatives of international donor organizations.

D.   OTHER ATTRIBUTES:
